Özet

Niyazi Bey ve arkadaşları, Osmanlı Devleti'nde Anayasa'nın (Kanun-u Esasi) yeniden yürürlüğe konulması için Selanik'de 1908 yılının Temmuz aymda dağa çıktı. Bu isyanı bastırmak için Osmanlı Devleti'nin pek çok şehrinden olduğu gibi, İzmir ve kazalarından da Faik Bey'in valiliği döneminde asker toplanarak Selanik'e sevk edildi. Ancak, İzmir vilayetinden gönderilen asker ve subaylar, II. Meşrutiyet'in ilan etmek isteyen askerlere bir süre sonra katıldılar. İzmir'de Faik Bey, Rauf Paşa, Galip Bey, Avlonyalı Ferit Paşa, Müşir Kazım Paşa ve Mahmut Muhtar Paşa'nın valilikleri döneminin ortak sorunu eşkiyalık idi. Özellikle Çakırcalı Mehmet Efe ve çetesiyle mücadele edildi. Eşkiyalık sorunu çözemedikleri için valiler ve takip komutanları sık sık değiştirildi. 31 Mart Olayı'nın etkisi, İstanbul gibi İzmir'de de gericiler gösteri yaptılar.

Abstract

Niyazi Bey and his officials who were to restate the Constitutional Monarchy in the Ottoman Empire started to rebel against the government in Thessalonica on July 1908. In order to repress this rebellion, a plenty of soldiers were gathered and sent to Thessalonica from İzmir and its other provinces as well as from many other cities of the Ottoman Empire during Faik Bey's governorship. However, after a certain period of time, his soldiers and officers, who were sent to Selonica, joined the rebels who struggled for the declaration of and Constitutional Monarchy. The similar problem of all the governors, such as Galip Bey, Avlonyalı Ferit Paşa, Müşir Kazım Paşa and Mahmut Muhtar Paşa, who were assigned in İzmir after Faik Bey, was banditry. Especially the governors fought against Çakırcalı Mehmet Efe and his guerillas. The governors and the inspection commanders were frequently changed, because they were not able to handle the banditry problem. The influence of the Counterrevolution of 31st March was seen in İzmir as it was seen in Istanbul. The fundamentalists also made a demonstration in İzmir.
