Sipehsalar: I. samaniler

Özet

Samanîler zamanında devlet idaresinde mühim bir mevkii işgal eden sipehsâlârlar özellikle Horasan ve çevresinin yönetiminde etkili olmuşlardı. Bu unvanı taşıyan kimseler uluslararası ilişkilerde aktif rol oynamakta idiler. Başkomutanlık vazifesi üstlenen sipehsâlâr vergi memurları atama hakkına sahipti. Horasan sipehsâlarlığı zaman zaman babadan oğula geçebiliyordu. Bununla birlikte asker kökenli Türklerin de bu makama getirildikleri bilinmektedir. Samanîlerde sipehsâlârlığm gelişim kaydedememesinin en önemli nedeni ise Gazneliler Devleti'nin bölgeye hâkim olması idi.

Abstract

Sipahsalars, as an important administrative title in the Sainanids, had played an effective role in the management of Khorasan and its surroundings. The persons that had the title of Sipashalar also played, an active part in international relations. Besides, the Sipahsalars assumed duties as Commander in Chief had the right to assign tax officials. The title of Khorasan Sipashalar sometimes descended from father to son. It is known that the Turks had a military background also were brought into this office (Sipashalar). In due course, the title of Sipashalar lost its importance because of the domination of Gaznavid State in the region.
