Bir Baş Etme Stratejisi Olarak “İşsizliği Normalleştirmek”

Özet

İşsizlik olgusu Sanayi Devrimi’nden beri hemen hemen her ekonomide varlığını sürdüren en önemli, en geniş kapsamlı ve en kronik sorunlardan biridir. Beraberinde getirdiği sosyal, psikolojik ve ekonomik riskler ve çöküntüler sebebiyle işsizlik, işsiz bireyin kendisi, ailesi ve içerisinde yaşadığı toplum açısından da tehdit oluşturmaktadır. Bilişsel yeniden değerlendirmeye dayanan duygusal bir düzenleme sürecini ifade eden işsizliğin normalleştirilmesi kavramı ise işsizliği birey, aile ve toplum açısından uyum sağlanamaz ve kabul edilemez bir tehdit olmaktan çıkartmayı ve normalleştirmeyi amaçlamaktadır. Literatür tarama modeli ile yapılan bu çalışmada; işsizlik psiko sosyal yönüyle ele alınarak işsizliğin birey, aile ve toplum üzerindeki etkileri ortaya konulmuş, işsizliğin normalleştirilmesi kavramı açıklanmış ve işsizliğin nasıl normalleştirilebileceği ve işsizliğin normalleştirilmesinin imkân dahilinde olup olmadığı ele alınmıştır. Sonuç olarak; teknolojideki gelişmelerin vasıflı veya vasıfsız fark etmeksizin insan gücüne olan ihtiyacı azaltması, eğitim sisteminin bozulması, artan adaletsizlikler, işgücü piyasasında ayrımcılık, sosyal devlet anlayışının zayıflaması, ekonomik krizler, neoliberal politikaların beraberinde getirdiği esnek çalışma modelleri, yurt dışından gelen kitlesel göçlerin sebep olduğu ucuz ve güvencesiz işgücü, yedek işsizler ordusunun giderek büyümesi gibi sorunlar işsizliği insanların büyük bir kısmı için kaçınılmaz kılmaktadır. Bu doğrultuda işsizliği normalleştirmek, bir nevi yeni bir kariyer normali ve psiko-sosyal sorunlarla baş etme stratejisi olarak düşünülmektedir.

Abstract

Unemployment has been one of the most important, wide ranging and chronic problem that has existed in almost every economy since the Industrial Revolution. Unemployment also poses a threat to unemployed individuals, their families and the societies in which they live, because of the social, psychological and economic risks and depressions that come with unemployment. The concept of normalization of unemployment, which expresses an emotional regulation process based on cognitive reassessment, aims to normalize unemployment and remove it from being an incompatible and unacceptable threat to the individual, family and society. In this study, which was carried out with the literature review model; the effects of unemployment on the individual, family, and society were revealed. The concept of normalization of unemployment was explained, and it was discussed how to normalize unemployment and whether it is possible to normalize unemployment. As a result; technological developments reduce the need for skilled or unskilled workforce, deterioration of the education system, increasing injustices, discrimination in the labor market, weakening of the concept of the welfare state, economic crises, flexible working models brought about by neoliberal policies, cheap and insecure labor force caused by mass migrations from abroad, problems such as growing reserve army makes unemployment inevitable for most people. Normalizing unemployment is considered a kind of new career normal and a strategy for coping with psycho-social problems.
