Özet

Demokratik toplumlarda siyasi parti ya da adaylar çeşitli yöntemler kullanmak suretiyle insanları etkilemeye ve kendilerine oy vermeleri konusunda ikna etmeye çalışırlar. Bu stratejilerden birisi de hiç şüphesiz negatif siyasal reklamlardır. Negatif siyasal reklamcılık, rakip adayın kişisel özelliklerine, ortaya attığı ve savunduğu düşüncelere veya üyesi olduğu partilere yönelik saldırıları içeren reklamlar olarak ön plana çıkmaktadır. Bu tür reklamlar vasıtasıyla rakip parti ya da adayın yeterliliği ve gücü sorgulanırken; seçmen nezdinde onlara ilişkin bir şüphe yaratılmak istenmektedir. İşte bir siyasal kampanya stratejisi olarak negatif siyasal reklamcılığın konu edildiği bu çalışmada, 1995, 1999 ve 2002 Genel Seçimleri’nde Türkiye’deki siyasi partilerin negatif siyasal reklamları kullanma sıklıkları, hangi tür negatif reklamlara daha çok önem verdikleri ve bu tür reklamlarda ön plana çıkarılan konuların neler olduğu tartışılmıştır. İçerik çözümlemesi bulgularına göre; negatif siyasal reklam kullanımı bakımından seçim dönemleri ve partiler arasında anlamlı bir farklılaşma bulunmaktadır. Analiz edilen üç seçim dönemi içerisinde negatif siyasal reklamların en çok kullanıldığı dönem 24 Aralık 1995 Genel Seçimleri’dir. 1995 Seçimleri’nde ANAP, CHP, DYP ve RP; 1999 Seçimleri’nde CHP, DYP ve FP; 2002 Seçimleri”nde ise ANAP, CHP, DYP ve MHP siyasal kampanya çalışmalarında negatif reklamlara yer veren partiler olmuştur.

Abstract

In democratic societies, political parties and candidates compete in various ways to influence people and try to persuade them to vote for them. One of these strategies is certainly the negative political advertisement. Negative political advertising emerges as containing attacks against personal traits of the opponent candidate, the ideas stated and advocated by him or attacks against the opponent party. Such advertisement is used to question the competency and abilities of the opponent party or candidate and to cast doubt on them among the voters. The subject of this study is the usage of negative political advertising as a political campaign strategy by Turkish political parties in the 1995, 1999 and 2002 general elections, they have been discussed by usage frequency, by preferred type of negative advertisement and the themes emphasized. The content analysis results showed meaningful differences between election periods and parties in the use of negative political advertising. Among the three analysed election campaign years, the period with the most usage of negative political ads was the 24 December 1995 general elections. The parties that have used negative political advertisement in their campaigns were in the 1995 elections the ANAP, CHP, DYP and RP; in the 1999 elections the CHP, DYP and the FP; in the 2002 elections the ANAP, CHP, DYP and MHP
