PERFORMANCE-BASED BUDGETING SYSTEM: THE PERSPECTIVE OF BUREAUCRACY AND BUREAUCRAT BEHAVIORS

Özet

Performans esaslı bütçeleme sistemi; bütçe süreç ve yöntemlerinde performansbilgisinin kullanılması, kamu harcamalarının kontrolü, kaynak dağılımında ve üretimdeetkinlik, hesap verebilirliğin sağlanması ile sonuç odaklı bakış açısı gibi temel amaçlardanhareketle 1990’lı yıllarda uygulanmaya başlamıştır. Kamu mali yönetimi alanındaperformans esaslı bütçeleme sisteminin verimli ve etkin çıktılar ortaya koyabilecek bir bütçeyöntemi olduğu sıklıkla ifade edilmektedir. Ancak söz konusu çıktıların sağlanmasındasistemin temel aktörlerinden olan bürokratlar ve onların davranışları kilit bir rolüstlenmektedir. Çalışmada; performans esaslı bütçeleme sistemi, politik iktisat çerçevesindebürokrat davranışları açısından incelenmiş olup söz konusu bütçe sisteminin, bürokratdavranışları neticesinde meydana gelebilecek olumsuzlukları ortadan kaldırabilecek birmekanizmaya sahip olmadığı sonucuna varılmıştır.

Abstract

The implementation of performance-based budgeting system started in the 1990s based on basic purposes such as using performance information in budget processes and methods, controlling public expenditures, ensuring resource distribution, and efficiency and accountability in production and result-oriented perspective. It is frequently emphasized that the performance-based budgeting system is a budget system that can provide efficient and productive outputs in the field of public financial management. However, bureaucrats and their behaviors, which are among the main actors of the system, play a key role in the provision of these outputs. This study examines performance-based budgeting in terms of bureaucrat behaviors within framework of political economy and concludes that this budget system does not have a mechanism that can eliminate the negativities that may occur as a result of bureaucratic behaviors.
