Özet

Türkiye, ekonomik krizlerin yarattığı ortamda 2000’li yılların başında kamu mali yönetim sistemini kapsamlı bir reforma tabi tutmuştur. 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile yasal zemine oturan bu reform ile 2006 yılından itibaren Performans Esaslı Bütçeleme Sistemi uygulanmaya başlanmıştır. Uygulamada belli bir başarıya ulaşılmasına rağmen özellikle politikaların bütçelere yansıması, plan-program-bütçe ilişkisinin kurulması ile bütçe hazırlık ve uygulama sürecinin etkin yürütülmesi konularında hedeflenen bütçesel sonuçlara ulaşılamamıştır. Türkiye 2018 yılında Cumhurbaşkanlığı Hükümet Sistemi modeline geçmiştir. Uygulamasına geçilen yeni hükümet sistemi ile birlikte kamu yönetiminde olduğu gibi mali yönetim sisteminde de önemli değişiklikler olmuştur. Yeni hükümet sistemi ile ortaya çıkan değişiklikler de dikkate alınarak bütçe sisteminin değişen yapıya uygun sonuçlar üretecek şekilde yeniden yapılandırılması gerekmektedir. Özellikle mevcut sistemdeki geleneksel sorunlar dikkate alındığında bütçe açısından bu gereklilik çok daha önemli hale gelmiştir. Bu tespitlerden hareketle çalışmada kamuda politika üretme kapasitesinin artırılması, politika-plan-bütçe ilişkisinin güçlendirilmesi, performans esaslı iş ve hizmet üreten kamu yönetiminin oluşturulması ve bütçe hakkının etkin bir şekilde kullanılabilmesi açısından program bazlı bütçe sistemine yönelik bir yapılandırma önerisi geliştirilmiştir. Önerilen program bütçe modeli ile kamu politikalarının öncelikler ve ihtiyaçlar temelinde belirlenmesi ve hayata geçirilmesi sürecinde kaynaklarının etkin kullanımı, saydamlık ve hesap verebilirlik ile bütçe hakkının güçlendirilmesi hedeflenmektedir.

Abstract

Turkey’s public financial management system in the early 2000s in an environmentdriven by the economic crisis has been subjected to a comprehensive reform. With thisreform, which has a legal basis with the Public Financial Management and Control Lawcode 5018, the Performance Based Budgeting System has been implemented since 2006.Despite achieving a certain success, targeted budgetary results have not been achievedespecially in the reflection of policies on budgets, the establishment of plan-program-budgetlinkage, and effective execution of budget preparation and implementation process. Turkeyhas moved to the Presidential System model in 2018. Along with the new governmentsystem, there have been significant changes in the financial management system as well asin public administration. The budget system needs to be restructured to produce results inline with the changes. Especially considering conventional problems in the current system,this requirement has become more important in terms of budget. Based on these findings,a restructuring proposal for the program based budget the system has been developed inorder to increase the capacity of policymaking in the public, strengthen the policy-plan budget linkage, establish the public administration producing performance-based publicservices and use the power of the purse effectively. The proposed program budget modelaims to strengthen the power of the purse through effective use of resources, transparencyand accountability in the process of determining and implementing public policies basedon priorities and needs
