Özet

Bu çalışmanın amacı, bütçe açığının cari işlemler üzerinde ortaya çıkardığı aynı yön ve büyüklükteki etkileriaçıklayan ikiz açıklar hipotezinin, 1987-2005 döneminde Türkiye açısından geçerliliğinin, çeyrek verilerle,ampirik olarak test edilmesidir. Teorik olarak gelir-harcama modeli, Mundell-Fleming modeli ve tasarruf- yatırım ilişkisiyle açıklanan ikiz açıklar hipotezi, geniş bir literatüre sahiptir. İlgili literatür incelendiğinde,farklı örneklem grupları ve yöntemlere bağlı olarak sonuçların da farklılaştığı görülmektedir. Çalışmada,Türkiye ekonomisi için geçerli olan bütçe dengesi ve cari işlemler dengesi arasındaki nedensellik ilişkisiniortaya koymak için Granger (1969) tarafından geliştirilen nedensellik analizi kullanılmaktadır. Elde edilensonuçlar, ikiz açıklar hipotezinin geçerli olmadığını göstermektedir. Bunun aksine, Türkiyede cari işlemlerdengesindeki gelişmelerin bütçe dengesi üzerinde etkili olduğu sonucuna ulaşılmaktadır.

Abstract

The aim of this study is to assert empirically the effect of budget deficit on current account deficit, i.e. twindeficits hypothesis, for Turkey over the period 1987-2005 by means of quarterly data. The twin deficitshypothesis, theoretically based on income-expenditure model, Mundell-Fleming model and saving- investment interaction, has a wide literature. In the regarding literature, the results vary due to the selectionof different sample groups and methodologies. In this study, the causal relation between budget balanceand current account balance is analyzed by means of Granger causality analysis developed by Granger(1969). According to the results, the analysis does not provide any evidence supporting the validity of thetwin deficits hypothesis. Contrarily, the results show that the movements of the current account balance isinfluential on the budget balance in Turkey.
