AVRUPA BİRLİĞİ’NİN RESMİ DİLLERİ ARASINDA FRANSIZCANIN KONUMU VE BİRLİK’TE ÜRETİLEN METİNLERİN TÜRKÇEYE ÇEVİRİLERİNDE KAYNAK DİL OLARAK FRANSIZCA’NIN ÖNEMİ

Özet
Avrupa Birliği, Avrupa'nın oluşturduğu ortak ilkeler temelinde meydana getirilen ve günümüzde 28 üye ülkeden oluşanbir birliktir. Avrupa Birliği'nde amaç, üye devletlerin ve vatandaşlarının ulusal, kültürel, dilsel, dinsel çeşitliliğini bir potadaeritmek değildir. Bu bağlamda çokdillilik ilkesini ön planda tutan AB’nde, her üye ülkenin dili resmi dildir ve üretilen her metinherbir resmi dilde yeniden yazılır. AB’nin çokdilllilik ilkesinin temelinde yatan, tüm vatandaşların haklarını ve sorumluluklarınıkendi anadilinde okuyabilmeleridir. Böylesi çok dilli ve çok kültürlü bir kurumda çeviri önem kazanmaktadır. Birliğe üyelikmüzakereleri devam eden Türkiye’nin, AB’ye katılım sürecinde AB müktesebatına uyum sağlamasının yanında, katılımdanuygun bir süre önce söz konusu müktesebatın Türkçeye çevirisini tamamlaması gerekmektedir. Bu bağlamda Avrupa BirliğiBakanlığı bünyesinde kurulan Çeviri Eşgüdüm Başkanlığı’nda istihdam edilen çok dilli çevirmenler, hukukçular ve dil uzmanlarıtarafından yürütülen çeviri ve revizyon çalışmaları ile AB müktesebatı Türkçeye çevrilmektedir. AB metinlerini geniş perspektiftedeğerlendirdiğimizde her biri hukuki metinlerdir. Hukuk metinleri kültürel metinlerdir, zaman içinde toplumdaki gelişme vedeğişmelerle şekillenen metinlerdir. Dolayısıyla hukuk metinleri çevirisini kültürel bağlamı düşünmeksizin gerçekleştiremeyiz.Kültürel bağlamı da göz ardı etmeksizin, çalışmamızda bir yandan AB resmi dilleri arasında Fransızca dilinin konumunu tarihselolarak irdelerken, diğer yandan AB metinlerinin Türkçe’ye çeviri süreçlerinde Fransızca’nın konumu ve önemini çeviribilim,sosyoloji ve hatta antropoloji kuramları ışığında incelemeye çalışacağız.
Abstract
The European Union (EU) is composed of 28 member states, which is based on the common principles of Europe. The aim of the European Union is not to unify the national, cultural, linguistic and religious diversity of the member states and their citizens. In this context, the EU, holds the principle of multilingualism in the foreground and the language of each state is an official language of the EU where all documents are rewritten in each official language. The foundation EU's multilingualism principle is the ability to read the rights and responsibilities of all citizens in their mother tongue. In such a multilingual and multicultural institution, translation gains importance. In addition to ensuring compliance with the EU acquis in the process of accession to the EU, Turkey, which is still negotiating accession to the Union, needs to complete the translation of the acquisinto Turkish before the accession. Within this context, the EU acquis is translated into Turkish by multilingual translators, lawyers and language experts employed in the Directorate for Translation Coordination affiliated with the Ministry of the EU along with the work related to the translation and revision studies. When we evaluate EU texts in a wide perspective, each one is regarded as legal texts. Legal texts are cultural texts, which are shaped by developments and changes in society over time. Therefore, we can not translate legal texts without considering the cultural context. We will try to examine the historical position of the French language among the official languages of the EU on the one hand and the position and importance of French in translation processes of EU texts to Turkish in the light of theories of transcription, sociology and even anthropology.
