Özet: Yoksulluk, kişinin, kendisini, eşini ve bakmakla yükümlü olduğu aile fertlerini, bulundukları yerin yaşam standartlarına göre asgari seviyede geçindirmeye yetecek geliri, malı ya da kazancı bulunmama durumudur. Yoksulluk, "gelir yoksulluğu" ve "insani yoksulluk" olmak üzere ikiye ayrılır. Yoksullukla mücadele etmede kimi ülkeler "sosyal devlet" ilkesinden, kimileri de "sosyal güvenlik" sisteminden hareket ederler. Yoksulluğu önlemede kullanılan sosyal ve ekonomik politikalar; eğitim, sağlık, kentlerde iş imkânlarının arttırılması, yetişkin eğitimi ve meslek kazandırma kursları, nakit gelir desteği, kırsal kesimde tarım ve hayvancılığın canlandırılması ve kentlerde iş imkânlarının genişletilmesidir. Bu çalışmanın konusu, "Yoksulluğu Önlemede Bir Sivil Toplum Yaklaşımı Olarak Mikro Kredi Uygulaması: Şanlıurfa ÖrneğV'dir. Çalışmada ilk önce, yoksulluğun ne olduğu irdelenmekte, daha sonra yoksullukla mücadele etmede sivil toplum örgütlerinin işlevi açıklanmaktadır.

Abstract

Abstract: Poverty is the state of one's being unable to obtain sufficient income, earnings or property to look after himself, his spouse and the members of the family that he is supposed to, accordingly with the standards of the environment he lives in. Poverty is examined in two sections, "monetary poverty" and "humanly poverty". When fighting against poverty some countries use the "social government" principle and some the "social security" system. The social and economical policies include increasing of health, education, job opportunities in cities, providing adult training and vocational courses, cash support, reviving agriculture and stockbreeding and widening job opportunities in cities. The subject of this study is "The Application of Micro Loan as a Non-Governmental to Prevent Poverty: Şanlıurfa Sample". The study first identifies poverty and then explains the function of the non-governmental organizations.
