Özet

Çalışmada Türkiye’nin Rusya ile ikili ticaretinde reel döviz kuru ve gelir değişimlerinin etkisi kısa ve uzun dönem kapsamında araştırılmıştır. Türkiye’nin en fazla ticaret yaptığı ülkelerden biri olan Rusya, özellikle ara malı ve enerji ithalatında Türkiye’nin en önemli partnerlerinden biridir. Her ne kadar Almanya belli bir döneme kadar en güçlü ticari partnerlerden biri olsa da 2019 yılı itibariyle en çok ithalat yapılan ülke Rusya olmuştur. Bu bağlamda çalışmanın konusu Türkiye ve Rusya arasındaki ikili dış ticaret ilişkisini incelemek olup Marshall-Lerner Koşulu, J eğrisi ve S eğrisinin geçerliliğinin sınanmasıdır. Bu doğrultuda analiz, söz konusu iki ülkeye ait 2000:01–2019:08 dönemi aylık verileri ve Gecikmesi Dağıtılmış Otoregresif (ARDL) modele dayanan sınır testi yaklaşımı kullanılarak yapılmıştır. Elde edilen bulgular, ikili ticaret dengesi reel kur esnekliğinin hem uzun hem de kısa dönemde pozitif olduğunu göstermektedir. Bu durum Marshall-Lerner koşulunun sağlandığını, J eğrisinin ise sadece uzun dönemde geçerli olduğunu ifade etmektedir. Ülke gelirlerini temsilen kullanılan sanayi üretim endeksleri ise hem kısa hem uzun dönemde istatistiki olarak anlamlı olup Türkiye için ikili ticaret dengesini sağlamada negatif etkiye sahip iken Rusya için pozitif etkiyi işaret etmektedir.

Abstract

In the study, the short- and long-term effects of the real exchange rate and income changes on bilateral tradebetween Turkey and Russia are investigated. Russia, one of the countries with which Turkey trades the most, isone of the most important partners of Turkey, especially in the import of intermediate goods and energy. AlthoughGermany has been one of the strongest trade partners until a certain period, Russia has been the most importedcountry as of 2019. In this context, the subject of the study is to examine the bilateral foreign trade relationshipbetween Turkey and Russia and to test the validity of the Marshall-Lerner condition, J curve and S curve.Accordingly, the analysis is performed using the monthly data obtained over the period of 2000:01–2019:08 viathe bounds test approach based on the Autoregressive Distributed Lags (ARDL) model. Obtained findings revealthat real exchange rate elasticity of bilateral foreign trade balance is positive in both the long- and the short-run.This indicates that the Marshall-Lerner condition is met, and the J-curve is valid only in the long-run. Theindustrial production indexes representing the country’s revenues, being statistically significant in both the short and the long-run, have negative impacts for maintaining the bilateral trade balance in Turkey, whereas positiveimpacts in Russia.
