Özet
Atatürk’ün kalkınma modeli (AKM), bizzat, Atatürk’ün yaşarken adlandırdığı bir model değildir. Onun ortaya koyduğu fikir ve eylemlere bakılarak şekillendirilmiş ve adlandırılmış bir modeldir. Model, ideolojik ya da sınıfsal değil, ülkenin gerçek ihtiyaçlarına uygun olarak ‘faydacı’ (pragmatik) ve batının aydınlanma felsefesine ve refah standartlarına vurgu yapan, çağdaş ve demokratik bir anlayışın ürünüdür. AKM devlete ekonomiye müdahale etme görevini verir. Devlet de, tam istihdamdan para ve fiyat istikrarına, hakça gelir bölüşümünden dengeli dış ödemelere kadar iktisat politikası amaçlarını gerçekleştirmeyi esas alır. Osmanlı’da Avrupa düzeyinde bir sanayinin olmayışı ve sanayi teşvik yasalarının büyük ölçüdeki başarısızlığı, AKM’nin iki tarihsel dayanağıdır. Bu nedenle sanayi sektörü ve sanayileşme olgusu AKM’de “mihenk taşı” kabul edilir. AKM’nin iktisadi temelleri İzmir İktisat Kongresi’nde (1923) atılmıştır. Kongrede vurgu yapılan devletçilik sistemi ve 1930’lu yıllarda uygulanmasına karar verilen sanayi planları modeli biçimlendiren temel referanslar olmuştur. 1929 Dünya İktisadi Krizi de, AKM’nin devletçilik eksenine oturtulmasına katkıda bulunmuştur. AKM sayesinde, ulusal sanayi ve sanayileşme çeşitli tarihsel kazanımlar elde etmiştir. Örneğin; kamu-özel sektör dengesi, “süngü” yerine “saban”a geçiş, sanayi planlamacılığı, vb. Kısaca, Cumhuriyet ekonomisinin “kalkınma saati”, sanayileşmeye göre ayarlanmıştır.
Abstract
The development model of Atatürk (DMA) is not a model which was named by Atatürk when he was alive. Rather, it is called and formed by observing his thoughts and actions. The model isn’t ideological or based on classes, in line with the real needs of the country it is pragmatic. Moreover, it is a product of a modern and democratic understanding which emphasizes on the enlightenment philosophy of the West and welfare standards. DMA provides the government the role of intervention in the economy. The government tries to realize the economic policy aims such as full employment, price and monetary stability, fair income distribution and balanced foreign payment. DMA has two historical bases: Lack of industrialization in the Ottoman Empire compared to the Europe and unsuccessful industry incentive laws. Therefore, according to the DMA, industry sector and industrialization phenomenon are regarded as benchmarks. Economic bases of DMA were set in Izmir Economy Congress in 1923. The statism system emphasized in the congress and industry plans decided to be implemented in 1930s were basic references formed the model. Also, the World Economic Crisis in 1929 caused the model putting in the statism axis. The national industry and industrialization obtained various historical benefits through DMA. E.g. the balance between public and private sectors, passing to cultivator from bayonet, and practice of industry planning. In conclusion, development clock of the Republic economy was setted to the industry / industrialization.
