Özet
Dördüncü Endüstri Devrimi ülkelerin ekonomik ve teknolojik yapısını dönüştürmektedir. Yapay zeka ve otomasyonun gelişimi üretimde robotlaşmayı artırmaktadır. Artan robotlaşmanın ülkelerin mali yapılarına ve vergilendirmeye önemli etkileri vardır. Robotlaşma; işsizlik nedeniyle devletleri hem vergi geliri kaybına uğratmakta hem de işini kaybeden niteliksiz işgücünün emek piyasasına uyumunu sağlayacak eğitim programlarına yönelik harcamaları artırabilmektedir. Çalışmanın amacı, artan robotlaşmanın neden olabileceği mali sorunlara işaret etmek, bunların giderilmesinde robot vergisi adı verilen çözüm önerisini açıklamaktır. Çalışma, “artan robotlaşma bazı makroekonomik değişkenleri nasıl etkiler” sorusundan yola çıkmaktadır. Bu bağlamda bazı uluslararası araştırma şirketlerinin dünya çapında yürüttüğü araştırmaların verileri çalışmada esas alınarak ülkemizi de ilgilendiren birtakım bulgulara ulaşılmıştır.
Abstract
The Fourth Industrial Revolution transforms the economic and technological structure of countries. With the development of artificial intelligence and automation, the use of robots in production is increasing. Increased robotization has important effects on the financial structures and taxation of countries. The robotization, due to unemployment, can both cause government tax losses and increase spending on training programs that will ensure the adaptation of the unqualified workforce who becomes unemployed. The aim of the study is to point out the fiscal problems that can be caused by increased robotization in production, and to propose a solution called robot tax to eliminate them. The study is based on the question of "how increased robotization in production affects some macroeconomic variables". In this context, based on the data of the research conducted by some international research companies worldwide, some findings concerning our country have been reached.
