Özet
Vergi geçmişten günümüze kadar süren ve gelecekte de devam edecek, devletlerin varlığını devam ettirebilmesi için hayati nitelikteki en önemli varoluş nedenlerindendir. Bu çerçevede devletler sürdürülebilirliğin sağlanması için vergi gelirleri sağlamakla mükelleftir ayrıca vergilendirmenin de kamunun ihtiyaçlara göre şekillendirilmesi gerekmektedir. Söz konusu organizasyonun yapılması aşamasında vergilemenin mali amaçları kadar mali olmayan amaçları da devletin kamu gelirlerini sağlamakta vazgeçemeyeceği bir stratejidir. Son yıllarda devletlerin stratejik plan ve programları doğrultusunda vergiler vasıtasıyla toplumu yönlendirme süreci belirginleşmeye başlamıştır. Geçmişten günümüze kadar olan vergilendirme süreci mali sosyolojinin, vergi psikolojisi alanlarının da gelişmesine sebep olmuştur. Vergilendirmeye karşı verilen tepkiler vergiye uyum ve vergiye karşı çıkma süreçlerinde farklılık gösterse de amaçlanan faaliyet, ulaşılması gereken nokta bu bağlamda aynı hedefi işaret etmektedir. Toplum dinamiklerinin, bireylerin tercihlerinin vergilendirme yolu ile değiştirilmesi ve yönlendirilmesi için bu sürecin her safhası sosyolojik ve psikolojik açıdan irdelenmelidir. Tarihte bu ve benzeri süreçlerin salt devlet otoritesini kullanarak başarıya ulaştığı görülmemiştir. Bu kapsamda vergilendirmenin toplumu yönlendirme sürecindeki etkileri bilimsel çerçevede irdelenerek kullanılmalıdır.
Abstract
Tax is one of the most important factors of vitality for the continu-ation of the existence of the states, which lasts from the past to the pre-sent and will continue in the future. In order to ensure sustainability, taxes should be shaped according to the needs of the public. At the stage of the organization, the non-financial objectives of the taxation as well as the financial goals are a strategy that the state cannot give the public revenues. In recent years, in line with the strategic plans and programs of states, the process of directing society through taxes. The process of taxation from past to present has led to the development of financial so-ciology and tax psychology. Although the responses to taxation differ in the processes of tax compliance and tax reckoning, the intended activity, the point to be reached, points to the same target in this context. Every stage of this process should be examined sociologically and psychologi-cally in order to change the dynamics of society and the preferences of individuals through taxation. It has not been seen in history that these and similar processes have achieved success only by using state autho-rity. In this context, the effects of the taxation process on the process of directing the society should be examined in a scientific framework.
