Özet

Esnek çalışma platformları, kiralama platformları ve diğer dijital aracılar vasıtasıyla elde edilen gelirler vergilendirme açısından yeni güçlüklerin ortaya çıkmasına neden olmaktadır. Bu çalışma seçilmiş üç AB üyesi ülke olan Danimarka, Estonya ve Fransa’da platform kullanıcılarının kazançlarına ilişkin verileri doğrudan Uber, Airbnb ve yerel platformlar da dahil olmak üzere platform şirketlerinden elde etme çabalarını değerlendirmeyi amaçlamaktadır. Ayrıca ulusal girişimlerin platformlar tarafından elde edilen gelir verilerinin otomatik olarak raporlanmasını kolaylaştıracak AB düzeyinde bir “Dijital Tek Pencere” ye aktarımının uygulanabilirliği değerlendirilecektir.

Abstract

Revenues generated through flexible work platforms, rental platforms and other digital intermediaries pose new challenges in terms of taxation. This study aims to evaluate efforts to obtain data on earnings of platform users directly from platform companies, including Uber, Airbnb and local platforms, in three selected EU member states, Denmark, Estonia and France. In addition, the feasibility of transferring national initiatives to a “Digital Single Window” at EU level, which will facilitate automatic reporting of revenue data obtained by platforms, will be evaluated. In the study, it is seen that developing a "Digital Single Window" income reporting system at the EU level based on case studies may provide advantages, especially for tax administrations. However, collecting income data from foreign platforms that do not have a registered presence or permanent place in the country is a challenge for all three case countries and is anticipated to pose a significant obstacle for all member states. Within the scope of the study, the opportunities offered by the "Digital Single Window" application and the difficulties that such an initiative may face will also be examined.
