The University reform of 1933 in the light of Tevfik Sağlam s two letters and a report

Özet

Tevfik Sağlam 1933 Üniversite Reformuyla birlikte Tıp Fakültesi Dekanlığına tayin edilecek, ancak daha aradan bir yıl geçmeden kürsüsü kaldırılarak hem üniversiteden hem de Tıp Fakültesi Dekanlığından uzaklaştırılacaktır. Tevfik Sağlamın Mareşal Fevzi Çakmaka yazdığı iki mektup işte bu uzaklaştırma olayıyla ilgilidir ve bu olayın perde arkasını anlatmaktadır. Tevfik Sağlamın 1941 yılında zamanın Cumhurbaşkanı İsmet İnönünün isteği üzerine yazdığı rapor ise 1933 Üniversite Reformunun sekiz yılına ilişkin bir değerlendirmesidir. Ayrıca bu raporun yazılmasından kısa bir süre sonra Tevfik Sağlamın yeniden üniversiteye dönmüş ve İstanbul Üniversitesi Rektörü olarak tayin edilmiştir. Bundan dolayı bu raporun önemi bir kat daha artmıştır.

Abstract

Tevfik Sağlam was appointed as the Dean of the Faculty of Medicine after the University Reform of 1933. Nevertheless, in a year he was dismissed from Dean s Office and the university upon the annulment of his Department. These two letters written for Marshall Fevzi Çakmak by Tevfik Sağlam deal with the matter of his dismissal and explain the background of the problem. In addition, the report he prepared in 1941 upon the request by President İsmet İnönü presents an evaluation of the eight years of the university reforms. The importance of this report doubled by the fact that soon after its dispatch, Tevfik Sağlam returned to the university and was appointed, this time, as the Rector of Istanbul University.
