Özet

Küreselleşme ve neoliberalizmin etkisi ile 1980'lerden itibaren değişmeye ve dönüşmeye başlayan kent, yeni bir kentleşme modeli olan kapalı yerleşimlere kucak açmıştır. Kapılar, çitler ve barikatlar vasıtasıyla kapatılan ve güvenlik görevlileri tarafından korunan bu yerleşimler daha çok üst ve üst-orta sınıfa hitaben ortaya çıkmıştır. Heterojen kentin kaotik ortamından uzaklaşmak isteyen ve kendi gibi olanla bir arada olma isteği güden bu sınıflar barınma, çalışma ve sosyalleşme mekânları olarak kapalı yerleşkeleri tercih ederek sosyal ve mekânsal olarak ayrışma eğiliminde bulunmuşlardır. Diğer taraftan şiddet ve suç korkusu nedenli güvenlik kaygısı kendini emniyete almak isteyen kesimin kapalı yerleşkelere olan talebini daha da arttırmış. Bu da ayrışma boyutunun derinleşmesine neden olmuştur. Bu bağlamda, bu çalışmanın amacı küreselleşmenin ve neoliberal politikaların Latin Amerika ülkelerini ve Türkiye'yi kentsel düzeyde nasıl etkilediğini ve sosyo-mekansal ayrışma olgusunun kapalı siteler ekseninde nasıl meydana geldiğini tartışmaktır

Abstract

The city has started to change and transform since the 1980s with the effect of globalization and neoliberalism, and has embraced gated communities as a new model of urbanization. These settlements, which were closed by gates, fences and barricades and guarded by security officers, appeared to address mostly in the upper and upper-middle class. These classes want to move away from the chaotic environment of the heterogeneous city and to be together with oneself. Therefore, they have tended to separate socially and spatially by preferring gated communities as places of accommodation, work and socialization. On the other side, the security concern caused by fear of violence and crime has increased the demand to closed gated communities for those who want to feel secure. This has caused to deepen the depth of segregation. Within this context, purpose of this study is to discuss how globalization and neoliberal politics affect Latin American countries and Turkey at the urban level and how socio-spatial segregation take place within the context of gated communities
