Özet

Bilgisayar yazılım ve donanım alanlarında son yıllardaki gelişmeler, coğrafi bilgi teknolojilerini de etkilemiş ve bu sektörde kullanılan yazılımların nitelik ve nicelikleri hızla artmıştır. Ancak bu yazılımların lisans bedelleri kullanıcılar üzerinde ağır bir yük oluşturmaktadır. Bu yayında yazılım lisans bedellerini azaltma yöntemlerinden biri olan özgür yazılımın coğrafi bilgi teknolojileri açısından değerlendirmesi yapılmaktadır. Bu amaçla 1984 yılında Richard M. Stallman 'in başlattığı özgür yazılım felsefesi ve tarihçesine kısaca değinildikten sonra yazılım lisans sınıfları açıklanmıştır. Özgür yazılım ile ilgili bazı bilgiler verilerek gelişimi ortaya konulmaya çalışılmıştır. Son olarak coğrafi bilgi teknolojilerinde yaygın olarak kullanılan GRASS özgür yazılımı ve onunla bütünleşik olarak çalışan UMN/MapServer, QGIS, R, PostgreSQL yazılımları kısaca tanıtılmıştır.

Abstract

Geoinformation technologies are heavily immensely affected by the recent developments in the fields of computer hardware and software, as a result, and the softwares used in this sector have increased both in quantity and quality, a rapid quality and quantity increase in this particular discipline can be witnessed in recent years. However, license fee still is maintains to be a big burden put on the shoulders of users. In the scope of this paper, free software integration, one of the efficient methods to minimize the cost of a software, to tackle this mishap is investigated in an attempt to go around this burden in terms of geographic information technologies. For this purpose, the philosophy and history of the open source phenomena, pioneered by R. M. STALLMAN in 1984 are summarized, and also the software license categories are given in this study. Some facts concerning the free software is are presented and their development processes are traced back to their introduction. Finally, a widely used geographic information technology free softwares called GRASS is presented briefly together with such as, UNM/mapServer, QGIS, R, PostgreSQL, which working with GRASS as integrated softwares under a widely used geographic information technology free software "GRASS", are mentioned.
