Özet

Cumhuriyet’in ilk 27 yıllık evresinde, CHP yönetiminin iktidarlığı söz konusu olmasına rağmen,devlet bürokrasisi tarafından sürekli olarak denetlenmiştir. Bu süreçte devlet ile parti, ülkeyönetiminde birlikte çalışmış iki teşkilattır. Ancak bu birlikteliği, parti-devlet beraberliği ilekarıştırmamak gerekir. Parti-devlet beraberliği, 18 Haziran 1936 tarihinde başlayıp, 7 Haziran 1939tarihinde sonlandırılan 3 yıllık bir uygulamadır. Dahiliye Vekili’ne CHP Genel Sekreterliği göreviverilirken, valilere de CHP il başkanlığı görevi verilmiştir. Partinin kuruluştan itibaren denetlenmesive gücünün belli bir noktada sınırlandırılması, kendi teşkilatını inşa etmesine yardımcı olmuştur.Genel başkan, genel başkan vekili, genel sekreter, genel başkanlık kurulu, parti divanı, parti üyeliği,taşra teşkilatı, kongre, tüzük ve programlarıyla birlikte, modern dünyanın partilerinden biridir. CHPteşkilatı, devlet teşkilatından ayrı olarak belirli bir hiyerarşiye göre düzenlenmiş kurumsal bir sistemesahiptir. Bu imkân çerçevesinde, parti ile devlet teşkilatının aynı konuda farklı çalışmalar yapabildiğiörnekler mevcuttur. Bu makalede, hem bu örneklerden biri olan Fransa ile kurulan ilişkilere yerverilecek, hem de Türkiye’deki iktidar-devlet ilişkisinin temel özellikleri ele alınıpdeğerlendirilecektir.

Abstract

Although ruling power of CHP government was in question in the first 27 years of the Republican Period, the state bureaucracy constantly supervised it. In such process, state and party were two organisations working together for governing the country. Party-state cooperation was a 3- year process, started on June 18, 1936 and ended on June 7, 1939. While the Minister of Interior was assigned as General Secretary of CHP, the governors were assigned as provincial head of CHP. Supervision of the party as of foundation and limitation of its power helped construction of its organisation. It is one of the parties of modern World together with its general president, general vice president, general secretary, board of general presidency, party council, party membership, provincial organisation, congress, rules and programmes. CHP organisation has a institutional system organised according to a specific hierarchy, separately from the state. Within this framework, there are examples in which party and state organisation can make different studies on the same subject. In this article, both the relations with France and the basic characteristics of power-state relation in Turkey shall be evaluated.
