1877-1878 OSMANLI-RUS SAVAŞI SONUCUNDA RUSYA’YA VERİLEN TAZMİNATLAR VE ÖDENMESİNDE YAŞANAN ZORLUKLAR

Özet

Osmanlı’nın Balkan coğrafyasındaki Sırp, Hırvat, Karadağ, Bulgar gibi Ortodoks Slavlar kültürelve dini özerklik talebiyle silahlı ayaklanma başlatmışlardı. Bu talepler kısa süre sonra siyasi talepleredönüşerek, bağımsızlığı amaç edindiler. Rusya, Balkan coğrafyasındaki, Slav grupların talepleriniarka planda destekleyen ve bu talepleri gündeme getiren devlet konumundaydı.Osmanlı hâkimiyetine karşı Balkan coğrafyasında silahlı mücadele başlatan Slav gruplarınhareketlerini durdurmak için Osmanlı Devleti askeri güç kullandı. Osmanlı güçleri ayaklanmacılarıyenilgiye uğratınca, Rusya devreye girerek, askeri harekâtın durdurulmasını istedi. Rusya, askeriharekât durdurulmadığı takdirde ayaklanmacılardan yana taraf olacağını bildirdi. Bu gelişme üzerinesoruna çözüm bulmak için Avrupalı büyük devletlerin girişimi ile İstanbul ve Londra’da konferanslardüzenlendi. Konferanslarda alınan kararları Osmanlı Devleti tanımadı. Bunun üzerine Rusya,Osmanlı Devleti’ne savaş ilan etti. 1877-1878 Osmanlı-Rus Savaşı olarak bilinen savaşta, RusyaOsmanlı Devleti’ni ağır bir yenilgiye uğrattı. 1878’de yapılan Ayastefanos ve Berlin BarışAntlaşmaları ile savaş sona erdi.Osmanlı Devleti bu savaş neticesinde, Rusya’ya harp, esir iaşesi ve şahsi olmak üzere üç çeşittazminat ödemeyi kabul etti. Tazminatların ödeme şekli konusunda, Osmanlı Devleti ile Rusyaarasında 1882’de İstanbul’da sözleşme imzalandı. Sözleşmeye göre Osmanlı Devleti, bazı vilayet vesancaklardan aldığı aşar ve ağnam vergilerinin gelirlerini tazminatlara tahsis etti.Bu çalışmada; Osmanlı arşiv belgeleri ile yayımlanmış kitap ve makaleler ışığında, tazminatlarıntoplanması, ödenmesi konuları ile ödenemediğinde karşılaşılan siyasi ve ekonomik sorunlarincelenmiştir.

Abstract

In the Ottoman Balkan region, Orthodox Slavs, such as Serbs, Croats, Montenegro and Bulgaria, launched an armed uprising, demanding cultural and religious autonomy. These demands soon evolved into political demands and aimed for independence. Russia was the state in the Balkan region their supported and revived the demands of Slav groups in the background. The Ottoman State used military force in order to stop the movement of Slavic groups that launched an armed struggle in the Balkan region against their dominance. When the Ottoman forces defeated the rebels Russia stepped in and called for a halt to the military action. Russia reported it standed with rebels unless the military action was stopped. After these developments, conferences were held in Istanbul and London launched the initiative of major European state, in order to find a solution to the problems. The Ottoman State did not recognize to taken decisions at the conferences. On top of that Russia declared war on the Ottoman Empire. In this war known as 1877-1878 Ottoman- Russian War, Russia defeated the Ottoman Empire severely. The war ended with Ayastefanos and the Peace of Berlin Treaties in 1878. As a result of this war, the Ottoman State agreed to pay Russia three types of compensation; including war, captivity and personal. In 1882, a contract was signed about way payment of compensation between the Ottoman Empire and Russia. According to the contract, the Ottoman State allocated to compensation the proceeds of the surplus tithe and aghnam taxes from some provinces and banners. In this study; in the light of Ottoman documents and written documents, were examined the collection and payment of compensation when it were not paid which encountered the political and economic problems.
