Özet

1877–1878 Osmanlı Rus Savaşı/93 Harbi, 1856 Paris Antlaşması’ndan sonra yayılmacı politikasınıdevam ettiren Rusya’nın, Şark Meselesi kapsamında Osmanlı Devleti’nin tasfiyesinde üstünlüğü elegeçirme çabası sonucunda ortaya çıkmıştır. Rusya sözde Şark Meselesi’ni çözmek ve Osmanlı tebaasıHristiyanları korumak iddiasıyla 24 Nisan 1877’de Osmanlı Devleti’ne savaş ilân etmiştir. Kafkas veBalkan cephelerinde süren savaşla birlikte girilen siyasî ve ekonomik türbülans ise savaş sonrasındaOsmanlı Devleti’nin Rus istilasına uğrayan pek çok yerinde olduğu gibi Edirne Vilayeti’nde de önemlidönüşümleri beraberinde getirmiştir. Yeni kurulan Şarkî Rumeli Vilayeti ve Bulgaristan PrensliğiEdirne Vilayeti’nin sil baştan yeniden yapılandırılmasını zorunlu kılmıştır. Edirne Vilayeti’nin,Hristiyan bir vali tarafından yönetilen ve mümtaz bir eyalet konumunda olan Şarkî Rumeli Vilayeti’ylesınır olması nedeniyle devletin bu hususlarda atacağı adımların ayrıntılı olarak hesaplanmasını gereklikılmıştır. Sahip olduğu stratejik konum dolayısıyla düzen ve asayişin sağlanması, imarı, adli yapınınoluşturulması, vilayetin ekonomik döngüye tekrar katılması öncelikli hususları teşkil etmiştir. Devletinbu düzenlemeleri yaparken karşılaştığı en büyük problem ise maddi zorluklardır. Halkın maddi vemanevi yardımıyla söz konusu sorun aşılmıştır. Bu çalışma kapsamında Osmanlı Devleti’nin savaş ilebirlikte sınırları değişen ve ağır kayıplar yaşayan Edirne Vilayeti’ni tekrar ayağa kaldırmak için idarî,malî, askerî ve sosyal alanlardaki düzenlemelerine yer verilecektir.

Abstract

The Russo-Turkish War of 1877–78 broke out due to Russia's pursuit of expansionist policies after the Treaty of Paris in 1856 and its efforts to seize power in the liquidation of the Ottoman Empire within the scope of the Eastern Question. Russia declared war on April 24, 1877 to the Ottoman Empire to solve the so-called Eastern Question and to allegedly protect the Christian subjects of the Porte. Political and economic turbulence due to armed conflicts on Caucasian and Balkan fronts brought about postwar significant transformations in the Province of Edirne, as in many of the Ottoman lands invaded by Russia. The newly established Province of Eastern Rumelia and the Principality of Bulgaria made it necessary to rebuild the Province of Edirne. The Province of Edirne shared a border with Eastern Rumelia, which was a privileged province ruled by a Christian governor. This made it imperative for the Ottoman Empire to calculate its steps in detail. The Empire gave top priority to maintaining order, building zoning and judicial structures and reintegrating the province into economy. During that period, the greatest challenge for the Empire was financing those projects. However, the financial and moral support of the public helped the state overcome those problems. The aim of this study is to evaluate the administrative, financial, military and social reforms undertaken by the Ottoman Empire to rebuild the province of Edirne, the borders of which changed and which suffered heavy losses during the war.
