Özet
Osmanlı Devleti'nin kuruluşundan 19. yüzyılın ikinci yarısına kadar devam eden müsadere, devlet tarafından cezalandırılan kişiler ile vefat eden devlet adamlarının mallarının miri tarafından el konularak devlet hazinesine alınmasıdır. Özellikle askeri sınıfa mensup olan bu kişilerin malları merkezden görevlendirilen görevliler ve kadı tarafından tespit edilerek kayıt altına alınmıştır. Bu uygulamanın zaman içinde kapsamı genişletilmiştir. İlk başlarda devlete karşı suç işleyen kişilerin malları müsadere edilirken daha sonraları vefat eden ya da savaş meydanlarında şehit düşen devlet adamlarının da malları müsadere edilerek muhallefat defterleri hazırlanmıştır. Bunlardan biri de Şark seferinde şehit düşen Girit Serdarı Hüseyin Paşa'nın oğlu ve III. Ahmed'in damadı Sarı lakaplı Diyarbekir Valisi Mustafa Paşa'dır. Mustafa Paşa Sivas, Revan, Anadolu, Karaman ve Diyarbekir eyaletlerinde valilik yapmıştır. 1734 tarihine gelindiğinde Osmanlı-İran savaşlarından dolayı Şark Seferi için Kars'a memur edilen Mustafa Paşa 1735 tarihinde Nadir Şah'la yapılan savaşta Abran denilen mevkide şehit olmuştur. Bunun üzerine Mustafa Paşa'nın Kars ve Diyarbekir'deki terekesi tespit edilerek iki farklı muhallefat defteri hazırlanmıştır. Defterde yer alan eşyaların bir kısmı yerinde satılırken bir kısmı ise İstanbul'a gönderilmiştir. İstanbul'a gönderilen eşyalar önce Enderun'a alınmış ancak daha sonra Bab-ı Hümayun ve Hazine-i Amire'de müzayede ile satılmıştır. Satılan eşyalardan elde edilen gelirler Mustafa Paşa'nın devlete olan borçları için el konularak hazineye aktarılmıştır. Mustafa Paşa'nın satılan eşyaları arasında bulunan çeşitli giysileri, savaş aletleri ve ev eşyaları devrin iktisadî, sosyal ve kültürel özelliklerini yansıtması açısından ve Paşa'nın kişisel tercihleri, zevkleri ve eğilimleri hakkında bazı ipuçları vermesinden dolayı önem arz etmektedir.
Abstract
The confiscation, which continued from the establishment of the Ottoman Empire until the second half of the 19th entury, is the seizure of the properties of the people punished by the state and the deceased statesmen by the state to the treasury. The properties of these persons, especially those from the military class, were determined and recorded by the judge and the officials assigned from the centeral government. The scope of this enforcement has been expanded over time. In the beginning, while the properties of those who committed crimes against the state were confiscated, the properties of statesmen who later died or were martyred on the battlefield were confiscated and inheritance books were prepared. One of them is the son of Crete Commander in chief Hüseyin Pasha and Ahmed III's son-in-law who was martyred in the Eastern campaign is the Diyarbekir Governor Mustafa Pasha, nicknamed Sari. Mustafa Pasha served as governor in Sivas, Revan, Anatolia, Karaman and Diyarbekir. Mustafa Pasha, who was assigned to Kars in 1734 for the Eastern Campaign due to the Ottoman-Iran wars, was martyred in the war with Nadir Shah in 1735 at the place called Abran. Then, two different inheritance books were prepared by determining the estate of Mustafa Pasha in Kars and Diyarbekir. While some of the items in the book were sold on site, some of them were sent to Istanbul. The items sent to Istanbul were first bought to Enderun, but then sold at Bab-ı Hümayun and Hazine-i Amire through auctions. The revenues obtained from the sold goods were confiscated for Mustafa Pasha's debts to the state and transferred to the treasury. Various clothes, war tools and household items found among Mustafa Pasha's items are important in terms of reflecting the economic, social and cultural characteristics of the era and giving some clues about Pasha's personal preferences, tastes and tendencies.
