Özet
Osmanlı tarih kaynakları arasında önemli bir yere sahip olan ve ilk örnekleri XVI. yüzyılın başlarına kadar giden Mâliye Ahkâm Defterleri, Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Osmanlı Arşivi’nde mevcut defter tasnifleri içerisinde yapılan uzun araştırmalar sonucunda tespit edilebilmiştir. Mâliye Ahkâm Defterlerindeki belgeler Anadolu ve Rumeli bölgesine ait olup genellikle mâliye ile ilgili hüküm suretlerinden oluştuğu görülmektedir. Kayıtlar içerisinde başta Osmanlı donanma- sına dair alınan kararlar, donanmanın ihtiyaçları, donanma için toplanan vergiler olmak üzere Osmanlı memâliki dâhilinde bulunan denizlerde ticari faaliyet gös- teren gemiler, tersaneler, gemilerin yükleri, sahipleri, deniz kazaları, deniz ticare- tine dair vergiler, ticaret yapılan devletler ve gemi nakliyeciliği hakkında oldukça önemli bilgiler yer almaktadır. Bu makale çalışmasıyla, özellikle Kanuni Sultan Süleyman dönemi Osmanlı donanması ile deniz ticaret tarihimiz için önemli bir kaynak olarak görülen Mâliye Ahkâm Defterlerine gerekli ilginin çekilmesi ve ilgili araştırmacılarının istifadesine sunulması hedeflenmiştir.
Abstract
Mâliye Ahkâm Registers, which have an important place among Ottoman historical sources and the first examples of which date back to the beginning of the 16th century, have been identified as a result of long researches in the existing notebook classifications in the Directorate of State Archives Ottoman Archives. The documents in the Mâliye Ahkâm Registers belong to the Anatolian and Rumelian regions and are generally seen to consist of copies of provisions related to finance. In the records, especially the decisions taken regarding the Ottoman navy, the needs of the navy, the taxes collected for the navy, the ships operating in the seas within the Ottoman Memâlik, the shipyards, the cargoes of the ships, their owners, maritime accidents, taxes on maritime trade, the states of commerce and ship transportation. With this article, it is aimed to draw the necessary attention to the Financial Court Books, which are seen as an important source for the history of the Ottoman navy and maritime trade, especially during the reign of Suleiman the Magnificent, and to present them to the benefit of the relevant.
