Özet

Bu makale Osmanlı arşiv vesikalarını kullanarak 1829 Edirne Andlaşmasında Osmanlı devletinin Rusyaya ödemeyi taahhüt ettiği tazminatlar meselesi incelenmektedir. Andlaşma şartlarına göre Osmanlı devleti Rusyaya 1.500.000 ticaret ve 10.000.000 sefer olmak üzere toplamda 11.500.000 Macar altını ödeyecekti. Kritik bir döneme denk gelmesi sebebiyle bu tazminatların ödenmesi meselesi Osmanlı devletinin sadece mali durumunu değil ama aynı zamanda siyasi pozisyonunu da etkilemiştir. Osmanlı devleti Rusyadan bu büyük tazminattan tenzilat yapmasını talep etmiştir. İki devlet arasında bu hususta birkaç kez görüşmeler yapılmıştır. Bu görüşmelerin sonunda, Rusya tazminatların bir kısmından vazgeçmiştir. Nihayetinde Osmanlı devleti Rusyaya bu tazminatlar bağlamında yaklaşık 5.500.000 Macar altını ödeme yapmak zorunda kalmıştır. Rusya Tazminatlar meselesini zayıf komşu siyasetinde önemli bir araç olarak kullanmıştır.

Abstract

Using the Ottoman archival sources, this article examines the issue of reparations undertaken by the Ottoman Empire to Russia in the Treaty of Adrianople of 1829. According to the provisions of the treaty, the Ottoman Empire was to pay 11.500.000 ducats in total, 1.500.000 as commercial and 10.000.000 as war reparation, to Russia. Because of the fact that the issue of paying reparations coincided with a critical phase, it affected not only the financial stand of the Ottoman Empire but also its political position. The Ottoman Empire demanded from Russia to reduce this huge reparation. It was made several times negotiations on this issue between two states. At the end of these negotiations, Russia waived a part of these reparations. Finally, the Ottoman Empire had to pay approximately 5.500.000 ducats to Russia which used the issue of reparations as an important instrument in its weak neighborpolicy.
