Ankara Üniversitesi Sağlık Bilimleri Fakültesi Sağlık Yönetimi Lisans Programı Derslerinin Ulusal Yeterlilik Çerçevesi Kapsamında Değerlendirilmesi

Özet
Amaç: Bologna süreci kapsamında akademik eğitim ve öğretim programlarında öğrencilere kazandırılması amaçlanan ulusal yeterlilikler; eğitim sürecinin kapsamlı ve sistematik olarak ele alınmasını ve hayat boyu öğrenmenin yaygınlaştırılmasını sağlamak düşüncesiyle oluşturulmuştur. Öğrencilerin ulusal yeterlilikleri, Türkiye Yükseköğretim Yeterlilikler Çerçevesi’ne göre “bilgi”, “beceri” ve “yetkinlik (bağımsız çalışabilme ve sorumluluk alabilme yetkinliği, öğrenme yetkinliği, iletişim ve sosyal yetkinlik, programa özgü yetkinlik)” olmak üzere üç ana başlık altında toplanmaktadır. Çalışmada Bologna süreci kapsamında oluşturulan Ankara Üniversitesi Sağlık Yönetimi Bölümü’nün lisans eğitimine ilişkin ulusal yeterlilik katkı düzeylerinin belirlenmesi ve değerlendirilmesi amaçlanmaktadır. Gereç ve Yöntem: Çalışma kapsamında öncelikle bölümde yürütülen her bir dersin ders kazanım katkı düzeyi o derse ilişkin program yeterlilikleri doğrultusunda incelenmiştir. Sonrasında her bir derse ilişkin ulusal yeterlilik boyutlarının (bilgi, beceri ve yetkinlik) toplam katkı düzeyi puanı ve katkı ortalama değeri hesaplanmıştır. Veriler, Ankara Üniversitesi Bologna Bilgi Sistemi web sayfasından elde edilmiştir. Bulgular: Ankara Üniversitesi Sağlık Yönetimi Programında yürütülen zorunlu ve seçmeli dersler kendi içlerinde gruplandırılmış ve gruplar arasında en düşük ortalama katkının genellikle “yetkinlik” boyutunda olduğu tespit edilmiştir. Sonuç: Tüm ders gruplarında en düşük ortalama katkının “yetkinlik” boyutunda olduğu göz önüne alındığında programın bu açıdan incelenmesi ve ders içeriklerinin bu doğrultuda güncellenmesi önerilmektedir. Sağlık Yönetimi Programında uluslararası eğitim standartlarına ulaşabilmek için hem ulusal hem de uluslararası düzeyde aynı programların ders katkı düzeylerinin karşılaştırılması önerilmektedir.
Abstract
Objectives: The national qualifications aimed at providing students for education and training programs were established through the bologna process. These qualifications are designed to provide a comprehensive and systematic approach to the education process and to promote lifelong learning. What the student knows, can do and be competent is defined by national qualifications. Turkey Higher Education Qualifications Framework consists of three main topics: "knowledge", "skills" and "competence (the ability to work independently and to take responsibility competence, learning competence, communication and social skills, program-specific competencies). In this study, it is aimed to determine and evaluate the national proficiency levels of undergraduate education of Ankara University Health Management Department established within the scope of Bologna process. Materials and Methods: In this study, first of all, the course acquisitions related to each course carried out in the department are examined in accordance with the program competencies related to that course. After creating the matrix of interaction of program qualifications and course achievements for all courses conducted in the department, the program qualifications of each course are grouped within the framework of national qualifications (knowledge, skills and competence). The average values of knowledge, skills and competence were calculated according to the achievement scores of the courses. Data were obtained from Ankara University Bologna Information System website.Results: Compulsory and elective courses conducted in Ankara University Health Management Department are grouped within themselves and it is determined that the lowest average contribution is generally “competency” in all groups. Conclucion: As a result of the study, national proficiency levels of Ankara University Health Management Department were determined under the headings of knowledge, skills and competence both on the basis of courses and in general with all courses and also suggestions about the courses are presented. This study is thought to be important in terms of providing a systematic perspective to the studies carried out within the scope of the Bologna process.
