Özet

Bu çalısmada, spanya’nın, 1978 Anayasası’nın kabulü sonrasında ortaya çıkan siyasal ve yönetsel degisim süreci ve yönü neticesinde son 30 küsur senede vardıgı nokta, yönetim bilimi açısından ve tekçilik ve federalizm ikiligi baglamında incelenmektedir. Sistem federal bir yapıya dogru mu evrimlesmektedir; yoksa bölgesel karakteri olan tekçi bir sistem olarak tanımlanabilir mi? Bu amaçla taranan alan yazınında ortaya çıkan sonuç, spanya’daki özerk bölgeler modelinin uygulamada büyük oranda adı konulmamıs kendine özgü bir federalizm uygulamasına dönüstügü, fakat yönetim sisteminin bazı yönlerden hâlâ tam olarak federal bir karakter almadıgıdır. Çalısmada spanya örnegi üzerinden tekçi bir devlet yapısının hangi sartlar altında federal bir karakter aldıgı da incelenmektedir.

Abstract

The objective of this study is to assess and explain the process and direction of change during the last three decades in the Spanish political and administrative system from the perspective of unitarism and federalism dualism, after the ratification of the 1978 Constitution, from the viewpoint of public administration. Has the system been evolving into a federal one, or can it best be defined as a unitary system with a regional character? The evaluation of the literature shows that the Spanish governmental system is evolving into a unique and defacto federal type, still with some respects not possessing a distinct federal character. The study also explains, by the help of the Spanish example, the conditions under which a unitary administrative system evolves into a federal one.
