Özet
Bu çalısmanın amacı, Türkiye’de uygulanan açık enflasyon hedeflemesi stratejisinin basarısını “para politikası araçları ile enflasyon arasında istikrarlı ve öngörülebilir bir iliski olmalıdır” seklindeki kosul çerçevesinde degerlendirmektir. Bu amaçla 2006: 5-2011: 4 dönemi için, kısa dönem reel faiz oranı, reel para tabanı ve reel efektif kur endeksinin enflasyon üzerindeki etkileri, çok degiskenli es-bütünlesme analizi, hata düzeltme-gelistirilmis Granger nedensellik testleri ve vektör hata düzeltme modeli kullanılarak ekonometrik açıdan analiz edilmektedir. Granger nedensellik testleri, enflasyon ile faiz oranı ve reel efektif kur endeksi arasında iki yönlü nedenselligin bulundugunu göstermektedir. Es-bütünlesme ve hata düzeltme modeli sonuçlarına göre, kısa ve uzun dönemde enflasyon, faiz oranı ve küçük de olsa döviz kurundan negatif olarak etkilenmektedir. Analiz sonuçlarına göre, Türkiye’de uygulanan açık enflasyon hedeflemesi stratejisi, ele alınan kosul çerçevesinde, basarılıdır. Ancak, döviz kurunun enflasyon üzerindeki etkisi dikkate alınmalıdır.
Abstract
The purpose of this paper is to evaluate the success of explicit inflation targeting strategy applied in Turkey through in accordance with the condition framework as “there must be a stable and predictable relationship between money policy instruments and inflation”. For this purpose, for the period of 2006: 5-2011: 4, the effects of the short term real interest rate, the real monetary base and the real effective exchange rate index on inflation are econometrically analyzed by using employing multivariate co-integration analysis, error correction-augmented Granger causality tests and vector error correction model. Granger causality tests indicate that there is bi-directional causality between inflation with interest rate and real effective exchange rate index. According to the results of co-integration and error correction models, inflation rate is effected negatively by interest rate and though small exchange rate in the short and long run. According to the results of the analysis, the explicit inflation targeting strategy applied in Turkey is successful within the condition under consideration. However, the effect of exchange rate on inflation should be taken into account.
