Özet

İhtiyaç sahibini işle buluşturma pratiklerinin önemi günümüzde artarak devam etmektedir. İhtiyaç sahibinin çalışması için fırsat sunmak yalnızca bir sosyal destek değil aynı zamanda ülkenin sosyo-ekonomik durumunu iyileştiren önemli bir politika olmasına rağmen sosyal destek kurumlarına başvuruda bulunan ihtiyaç sahiplerinin işe yönlendirilme durumlarında ihtiyaç sahibinin işi kabul etme ve/veya işte devam etme aşamalarında yaşanılan sorunlar nedeniyle iş edindirme çalışmalarında verimliliğin düştüğü gözlemlenmektedir. Bu çalışmanın önemi, ihtiyaç sahibi danışanlara iş edindirme pratiklerinde yeni yöntemlerle yaklaşılması gerekliliğini ortaya çıkarmak ve çare arayışında yeni düşünme modeline dikkat çekmektir. İstanbul belediyelerinden sosyal belediyecilikte öncü bir belediye olan Esenler Belediyesi Esenler Kariyer Merkezi (ESKAM)’nde saha çalışması gerçekleştirilmektedir. Belediyenin istihdam biriminde sürecin her aşamasında olan çalışan/yöneticilerle ve bu hizmetten yararlanan ancak teklif edilen işi tekrarlı olarak kabul etmeyen ya da 6 ay öncesinde işten çıkan ihtiyaç sahipleriyle derinlemesine mülakat yapılmakta ve söylem analiziyle konular tartışılmaktadır. Bu çalışmanın politika önerilerinin başlıcası hedef kitleye uygun politika üretilebilmesi için empati aşamasını da içeren tasarım odaklı düşünme modelinin ihtiyaç sahibine yönelik iş edindirme çalışmalarında uygulanmasıdır. Buna bağlı olarak yararlanıcının işe yönlendirilmeden önce bir dizi eğitim alması da öneriler arasında sunulmaktadır.

Abstract

The importance of practices that bring the needy together with jobs has been on the rise for quite some time. Yet, it has been observed that there has been a decrease in efficiency in the employment processes stemming from the problems during the acceptance and continuance of the offered jobs by the needy despite the benefits of the employment not only as social support but also as a tool to improve the overall socio-economic situation of the countries. The importance of this study lies in its main argument that new methods and approaches are needed in the employment processes and its proposal of a new way of thinking on the way to the solution of this problem. A field study is being conducted at the career center of Esenler Municipality (ESKAM), a pioneering institution in this regard, in which in-depth interviews are being made with both the employees and managers of the employment unit of the municipality and the people who either rejected the proposed jobs or left the one they accepted in less than 6 months on a repetitive basis. The results are evaluated using discourse analysis. The main proposal of this study is the utilization of design thinking that involves empathy for the people who are offered jobs in line with the needs and demands of the needy. It also suggests that the beneficiaries of these employment processes must be provided certain training before they start their new jobs.
