Özet
Bu çalışma ile Türkiye’de 1923-1980 dönemi sağlık hizmetlerinde istihdam ve maaş rejiminin,değişen devlet rolü çerçevesinde dönüşümünün ortaya konulması amaçlanmıştır. Bu dönüşümüaçıklamak amacıyla Resmi Gazete, mevzuat, Maliye Bakanlığı ve Sağlık Bakanlığının yayımlanmışverilerinden faydalanılmıştır. Yapılan çalışma kapsamında elde edilen veriler, kamu sağlıkhizmetlerinde görülen personel ve ücret politikalarının değişen devlet rolü ile dönüştüğünügöstermektedir.
Abstract
With this study it is aimed to put forward the transformation of employment and salary regime in healthcare services in Turkey during 1923-1980 period in the framework of the changing role of government. In order to explain this transformation Official Gazette, the legislation, the published data of the Ministry of Finance and Ministry of Health were used. The data obtained within the scope of the study show that the staff and wage policies in public healthcare services are transformed by the changing government role.
