Özet
Vergi yükü kavramı, belli bir dönemde elde edilen vergi gelirlerinin toplam gelire oranlanması olaraktanımlanmaktadır. Literatürde farklı vergi yükü çeşitleri bulunmaktadır. Bunlar; toplam vergi yükü, bölgesel vergiyükü, sektörel vergi yükü, kişisel vergi yükü, olarak sıralanabilir. Bu çalışmada toplam vergi yükü ele alınacaktır.Bu bağlamda, çalışmada; Türkiye’de 1980-2015 yılları arasında toplam vergi yükünde görülen büyük artışa sebepolan faktörler Dünya Bankası ve OECD’den elde edilmiş olan veriler kullanılarak, teorik düzeyde analizedilmiştir. 1980-2015 yılları arasında Türkiye’de toplam vergi yükündeki artışta Kişi Başına Düşen Milli Gelir(KBMG), GSYİH ve dolaylı-dolaysız vergi oranlarının toplam vergiler içindeki payının önemli rol oynadığısonucuna ulaşılmıştır. Ancak GSYİH’ nın vergi yükünü etkilemesi bakımından KBMG ve dolaylı-dolaysız vergioranlarının toplam vergiler içindeki payının etkisinden daha az olduğu sonucuna ulaşılmaktadır.
Abstract
The concept of tax burden is defined as the proportion of tax revenue within total income withing a specific time period. There are many different explanations of tax burden in literature such as (total tax burden, regional tax burden, industry-specific tax burden, individual tax burden). In this study, total tax burden will debated. This study examines that reasons that has arised from economical factors (per capita income, GDP, the ratio of both direct and indirect taxes in total taxes) which could led to rises in the ratio of tax burden in Turkey among the years of 1980-2015 with using data that has been obtained through both WB and OECD. Moreover, this paper shows us that the increases in the ratio of tax burden withing Turkey among 1980-2015 years have been resulted from these predicted factors (per capita income, GDP, the ratio of both direct and indirect taxes in total taxes). Furthermore this study also shows that the GDP has less effective factor than the factors of per capita income and both direct and indirect taxes in total taxes in terms of effecting total tax burden.
