Türkiye'de COVID-19 sürecinde alınan önlemler çerçevesinde okul bahçe ve sınıflarının CBS ile değerlendirilmesi

Özet
Bu çalışmada COVID-19 döneminde okul bahçelerinde ve sınıflarında Coğrafi Bilgi Sistemleri (CBS) kullanarak sağlık güvenliğini sağlayabilecek bir yaklaşım oluşturulmuştur. Çalışmanın yöntemi, okul alanlarına ve binalarına ait verilerin analizi, bahçe ve sınıflarda 4 m2’lik sosyal mesafelerin oluşturulması ve bu alanların sağlık önlemleri bakımından değerlendirilmesidir. Bu kapsamda, ilk olarak Türkiye'deki devlet kurumlarının salgın ile ilgili yayınladıkları genelgeler ve raporlar değerlendirilmiştir. Böylece okullardaki mevcut durumun eğitim politikalarına etkisi incelenmiştir. Uygulama aşamasında Emek, Bahçelievler ve Yukarıbahçelievler mahallelerinde 9 okul seçilmiş ve bu okullarda eğitimin sürdürülebilirliği değerlendirilmiştir. Çalışma sonucunda, okul bahçelerinin %33,3'ünün pandemi yönetmeliklerine uygun olduğu ve sınıfların sadece %44,4'ünün ikili gruplama yoluyla eğitimi destekleyebildiği belirlenmiştir. Ayrıca CBS’nin, sağlık önlemleri kapsamında okul alanlarının analizinde, okulların birbiriyle kıyaslanmasında, salgın yayılımının takibinde ve yüksek riskli okul alanlarının tespitinde etkin bir analiz aracı olduğu görülmüştür.
Abstract
In this study, an approach has been generated that can provide health security by using Geographic Information Systems (GIS) in school gardens and classes during the COVID-19 period. The method of the study is the analysis of the data of school areas and buildings, the establishment of social distances of 4 m2 in the garden and classes, and the evaluation of these areas in terms of health measures. In this context, firstly, the circulars and reports published by state institutions in Turkey regarding the pandemic were evaluated. Thus, the effect of the current situation in schools on education policies was examined. Then, in the application stage, 9 schools in Emek, Bahçelievler and Yukarıbahçelievler neighbourhoods were selected, and education sustainability in these schools was evaluated. The study results indicated that 33.3% of the school gardens comply with the pandemic regulations, and only 44.4% of the classes can support education through binary grouping. In addition, GIS has been found to be a very effective analysis tool in the analysis of school areas within the scope of health measures, comparing schools with each other, tracking the spread of the pandemic and identifying high-risk school areas.
