Özet

Türkiye ekonomisinde son yıllarda kaydedilen gelişmeler ile ilgili olarak farklı değerlendirmeler söz konusudur. Ekonomide geçmişe göre azalan bütçe açığı ve kamu borcu, düşen enflasyon, işsizlik ve faiz oranları, diğer yandan gerçekleşen oldukça yüksek büyüme hızı dikkate alındığında başarılı bir tablo sergilenirken, giderek artan cari işlemler açığının milli gelire oranı yaklaşık %8.5 düzeyine yaklaşmıştır. Bugüne kadar kaydedilen en yüksek orana ulaşan bu açık, bazı ekonomi çevrelerince bir kriz sinyali olarak algılanmakta, acilen azaltılması için çeşitli tedbirler önerilmektedir. Faklı görüşteki iktisatçılar ise yurtdışından sermaye girişi devam ettiği sürece bu konunun sorun teşkil etmeyeceği üzerinde durmakta, gerçekleşen yüksek büyümenin ancak bu açık ile südürülebileceğini belirtmektedir. Literatürde yapılan tartışmaların çoğunda, cari işlemler açığı, kurların aşırı değerlenmesi, hızlı büyüme ve ham petrol fiyatlarındaki artış ile ilişkilendirilmektedir. Bu çalışmada, Türkiye ekonomisinin temel ekonomik göstergeleri ile uygulanan kur rejimi ve döviz kuru hareketlerinin cari işlemler dengesi üzerindeki etkileri incelenmiş, yukarıda belirtilen değişkenler çerçevesinde oluşturulan modele, Türkiye 'nin en büyük ticaret ortağı olan Avrupa Birliği (15) ülkelerinin GSYİH'ları da eklenmiştir. Model VEC(Vector Error Correction) yöntemi ile test edilmiştir.

Abstract

There are different views regarding the developments of the Turkish economy in the recent years . While the reduction in the budget and public deficits, falling rates of inflation, unemployment and interest and the realized rate of growth exibit a satisfactorypicture, the ratio of the current accountdeficit to the national income has reached 8.5%. Some economists consider the widening trend in the current account deficit as a signal of crises and emphasize the need for urgent measures.Others share the opposite view, stressing that the situation will not be alarming as long as the foreign capital flows continue and that maintaining a high rate of growth is only possible with an ongoing current account deficit. The majority of the discussions about the current account deficit problem of Turkey have focused on the overvaluation ofl exchance rates, high economic growth rates and worldwide increase in crude oil prices. This study investigates the economic fundemantals, exchange rate regimes and the movements of exchange rates in the Turkish economy. The theoretical model includes the above mentioned variables along with the GDPs of major trading partners of Turkey (EU 15). The impacts of these variables on the current account deficit have been tested using the VEC methodology.
