Özet

Ülkemizde son yıllarda yaşanan ekonomik gelişmeler, ekonomik ve sosyal yapıda önemli değişikliklere neden olmuştur. Bu gelişmelerin sektörleri farklı derecede etkilemesi, farklı bölgelere yayılan sektörler nedeniyle bölgesel ve iller arası gelir dağılımı ve vergi yükünün değişmesine neden olmuştur. Ancak vergi sisteminde ekonomik ve sosyal yapı değişikliklerini izleyecek düzenlemelerin yapılmaması, vergi yapısı üzerindeki tartışmaların yoğunluk kazanmasına neden olmuştur. Bu tartışmalardan birisi de iller arasında vergi yapısı ve yükünün dengesiz olduğudur. Çalışmada, gelişmişlik sırasına göre sanayileşmiş illerden ilk on il ile diğer bölgelerden sanayi ve ticaret açısından gelişmiş bazı iller ve gelişmişlik sıralamasına göre en son sıradaki iki ilin vergi yapısıyla kişi başına ve mükellef başına KDV açısından vergi yükleri 2005 yılı itibariyle incelenmiştir. Öncelikle kendi gelirleriyle giderlerini karşılayabilen, diğer bir ifade ile kendi kendine yetebilen ve hatta genel bütçeye katkısı olan iller çalışmaya dahil edilmiştir. Genel bütçeye katkıları açısından ilk sıradaki iller en fazla katkıyı sağlamaktadırlar. Ancak mükellef ve kişi başına düşen vergi açısından değerlendirildiğinde bu sıralama bozulmaktadır. Özellikle genel bütçeye %40.28 katkısı olan İstanbul 2. ve 3. sıralara düşmektedir.

Abstract

Recent economic development in Turkey has caused significant progress in economic and social structure of the country. The effect of this progress on various sectors, differs due to the location of the sectors on different regions, as a result of this situation differences occur in distribution of income and tax burden of the cities and regions of Turkey. In tax system, there is no efficient control system over the economic and social structure variations. This causes an argument about the inequality of the tax burden and tax structure between different cities. In this paper, the top ten cities of industrialized cities scale of Turkey in 2005 and some other cities having same properties, and the last city in the scale have been examined on the basis of general tax structure, VAT burden per capita and per taxpayer. The choosen cities offset their expendituries with their revenues, and some are also can contribute to the general budget. According to the contribution to the general budget criterion, the top cities in the development scale contribute in higher propotions to the others. However, if the situation is assested according to the per capita and per taxpayer tax burden, there becomes a significant chage in the ranking of the cities. Especially, İstanbul, which contributes 40,28% to the general budget, declines to second or third place in this criterion.
