Özet

Uluslararası sorunlar üzerinde ve küresel politikada etkili; tek sesle konusan basat bir aktör olma amacına ulasmasının etkili ve tutarlı bir Avrupa Güvenlik ve Savunma Politikası (AGSP) olusturmasıyla mümkün olacağı gerçeğinin farkına varan AB, 1990’ların sonunda St. Malo ve Köln zirveleriyle Avrupa Güvenlik ve Savunma Politikası’nın kurumsal yapısını olusturmaya baslamıstır. AGSP, AB’nin etkili bir Ortak Dıs ve Güvenlik Politikası olusturması için önemli bir araç olmustur. Gelisen Ortak Dıs ve Güvenlik Politikası alanındaki bu çabalar, Türkiye’nin güvenliğini olumsuz etkilemistir. Türkiye, pek çok Avrupa Birliği üyesini geçerek AB’nin “Temel Hedef”ine toplamda altıncı büyük güç olarak katkı yapmayı taahhüt etmesine rağmen, Avrupa Güvenlik ve Savunma Politikası mekanizmalarından dıslanmıstır. Bu makalenin temel argumanı: Avrupa Güvenlik ve Savunma Politikası’nın kurulmasının Avrupa Birliği’nin küresel güç olma amacına ulasması için bir gereklilik olduğu; aynı zamanda, Türkiye’nin yeni Avrupa Güvenlik ve Savunma Politikası yapılarından dıslanmaması gerektiği ve Türkiye’nin AB’nin gelisen Avrupa Güvenlik ve Savunma Politikası’na çok değerli katkılarda bulunabileceğidir.

Abstract

The EU intends to make itself an important and effective actor in global politics which speaks with one voice and having influence on international issues. Đn order to achieve this goal, EU has to develop effective and a coherent European Security and Defence Policy. (ESDP) At the end of the 1990’s the European Union formed and created the institutional structure of “European Security and Defence Policy” in St. Malo and Cologne Summits. ESDP provides the EU with an important tool for the pursuit of an effective CFSP. These efforts in the field of newly developing European Security Defence Policy has had negative effects on security of Turkey. Even though Turkey’s declared contribution to the EU’s Headline Goal stands as the sixth largest contribution in total, surpassing many of the EU members, Turkey was excluded from ESDP mechanisms. The main argument of this article that establishing European Security Defence Policy structure is necessary for the European Union to become an effective global actor on the international scene; at the same time, Turkey must not be excluded from the new European Security Defence Policy structure, because Turkey will be able to make valuable contrubutions to EU’s newly developing European Security and Defence Policy.
