Özet
Ulusal insan hakları kurumları kavramı, her ülke kapsamında kendine özgüadı ne olursa olsun, uluslararası standartlara uygunluğu gösteren akreditasyonişlemini yaptırmış, ulusal kurumlar için kullanılmaktadır. Akreditasyon işleminebaşvurarak ulusal insan hakları kurumu niteliğini kazanmış birçok ombudsmanlık vekomisyon modeli kurum bulunmaktadır. Ülkelere kurumsal modelleri seçme yönündegeniş bir takdir yetkisi tanınmış olmakla birlikte, tercih edilen modele uygun olarakuluslararası standartların sağlanması beklenmektedir. Bu çalışmanın konusu, uluslararası standartlara uygun hangi modellerde ulusal insan hakları kurumları bulunduğu,ülkelerin kurum tercihini belirleyen faktörlerin neler olduğu ve Türkiye için nasıl birkurumsal yapılanma tercih edilmesi gerektiği üzerinde durulacaktır.
Abstract
Regardless of its specifi c title in each country, the concept of nationalhuman rights institutions is used for the national institutions, which have made theaccreditation demonstrating the compliance with the international standards. Havingapplied to the accreditation procedures, there are many institutions that acquired thequality of national human rights institution as ombudsman and commission model.Although dressed with a wide authorization to choose the institutional models thecountries are expected to meet the international standards in line with the modelchosen. The subject of this study will be to examine in which models compliant to theinternational standards national human rights institutions exist, what are the factorstaken into consideration by the countries to determine the institution choice and whatsort of an institutional structure must be preferred for Turkey.
