Özet

Ermeni sorununun ortaya çıktığı yıllarda Osmanlı Devleti'nin Ermeni politikalarını destekleyen Almanya I. Dünya savaşı öncesinde Ermeni politikasını değiştirmiş ve Ermeniler için önerilen ıslâhât projelerine destek vermeye başlamıştır. Ancak savaş sırasında Ermenilerin Rusya'yı desteklemesi ve Osmanlı ordusu aleyhine casusluk ve sabotaj faaliyetlerinde bulunması üzerine Almanlar isyancı Ermenilerin savaş bölgelerinden çıkarılmaları ve savaş yaşanmayan bölgelere nakledilmeleri konusunda Osmanlı Devleti'nin yönetim kadroları ile istişarede bulunarak Osmanlı yöneticilerinin göç kararı almaları üzerinde etkili olmuşlar ve Ermeni zorunlu göçü uygulamaya konulmuştur. Birinci Dünya savaşı sona erdikten sonra Ermeni zorunlu göçü nedeniyle Osmanlı Devleti'nin yanı sıra Almanya'nın da suçlanmaya başlaması üzerine Almanlar zorunlu göç konusunda kendilerine yapılan suçlamalardan kurtulabilmek için olaylar ile ilgilerinin olmadığını vurgulamışlar ve Türk tarafını suçlama yoluna gitmişlerdir. Bu çalışmada Almanya'nın Osmanlı Devleti'yle ve Ermenilerle ilişkileri incelenerek Almanya'nın bölgedeki menfaatleri kapsamında izlediği politikaların ve zorunlu göç kararının dayandığı gerçeklerin aydınlatılmasına çalışılmıştır. Cumhuriyet dönemindeki Türk-Alman-Ermeni ilişkileri ayrı bir makalede ele alınacaktır

Abstract

Germany, supported the Armenian politics of the Ottoman Empire at first, before the WW I (World War I), but changed her Armenian policy after observing the intentions of Britain, France and Russia to disintegrate and occupy lands of the Ottoman Empire. In order not to leave the energy resources of the Middle East, Caucasia and the Ottoman lands to the Allied Powers, Germany established an alliance with the Ottoman Empire on one hand and supported the reform projects for the Ottoman Armenians on the other. But during the great war, when the Armenian minority living along the Russian border showed great support to invading Russian troops and spied and sabotaged against the Ottoman forces; Germany consulted with the Ottomans and advised them to relocate Armenians from the war zone. Right after these consultations, the law to relocate the Armenians was put in effect by the Ottoman Government. Upon losing the WW I not only the Ottoman Empire but Germany was also accused of the relocation decision. Germany put the blame on the Ottoman Empire to get rid of these accusations. In this study, German politics based upon her interests in the region and the realities which lead to relocation decision were examined on the basis of Germany's relations with the Ottoman Empire and Armenians. The relations after the establishment of Turkish Republic will be the subject of another paper
