This research is a descriptive study that is based on the inspectors' and teachers' perceptions. It was carried out with the participation of 10 education inspectors and 20 teachers in Izmir. Data were collected using a questionnaire which consists of semi-structured open-ended questions. Descriptive analysis was used as the data analysis technique. Some findings of the research are as follows: To the inspectors, their heavy workload reduces the quality of the guidance and inspection they carried out. Both inspectors and teachers emphasize that there are many factors that prevent the inspectors from carrying out their guidance duty in real terms. For its being effective, the guidance must be done at the time and place that the teachers wish and decide.
