Özet
Azerbaycan Cumhuriyeti Anayasası başkanı siyasi hayatın merkezinde konumlandırmaktadır. Anayasaca başkana yasama ve yargı alanlarına da nüfuz eden geniş yetkiler sağlanmıştır. Yapılan Anayasa değişiklikleri sonucunda başkanın siyasi hayatın tek aktörü olarak kalması daha da mümkün hale getirilmiştir. Anayasal kurumların yanı sıra başkan resmi olmayan kurumlar vasıtasıyla da güçlü konumunun devamını sağlamaktadır. Başkan enerji kaynağı gelirleri vasıtasıyla patronaj ağının patronu olarak belirmekte ve bu ağlar kendisinin patron konumunun sarsılmasını önlemeye hizmet etmektedir. Böyle bir yapıda hem şekli kurumlar hem de şekli olmayan kurumlar Azerbaycan muhalefetinin gelişimi önünde engel doğurmaktadır. Şekli kurumlar kapsamında siyasetin kişiselleşmesi, yasama organında cazip konumların olmaması ve başkanın başkan konumunda kalmasını temin eden bazı düzenlemeler muhalefetin gelişememesine sebep olmaktadır. Şekli olmayan kurumlar kapsamında ise patronaj kaynaklarının elitlerin sadakati için ve muhalefetin cezalandırılması için kullanılması muhalefetin oluşamaması sonucunu doğurmaktadır.
Abstract
The Constitution of Azerbaijan Republic situates the president in the center of the political life. The Constitution provides the president with broad authorities which also diffuse into the areas of legislature and judiciary. As a result of constitutional amendments, the possibility of the president to be the only actor in the political life has become more viable. Along with the formal institutions, the president ensures the continuity of his strong position with the help of informal institutions. The president appears to be the patron of patronage networks via incomes of energy sources and these networks serve to prevent the dissolution of his position as a patron. With this structure, both formal and informal institutions raise obstacles for the development of Azerbaijani opposition. Within the scope of formal institutions, personalization of politics, unattractive positions in the legislature and provisions ensuring the continuity of the position of the president cause failure for the development of the opposition. Within the scope of informal institutions, patronage sources cause opposition not to emerge as these sources are used for the loyalty of elites and for the punishment of opposition.
