Özet

Yolsuzluk olgusunun temelinde kamusal kaynaklara dayalı sebepsiz zenginleşme bulunmaktadır. Bu çalışmanın amacı, ulaşılabilir veri setine sahip 17 ülkede 2010-2018 dönemi için kamu harcamaları- nın yolsuzluk üzerindeki etkisini analiz etmektir. Genel anlamda kamu harcamalarının yüksek olduğu ülkelerde yolsuzlukların da yüksek olması beklenmektedir. Çalışmada inceleme konusu yapılan kamu harcamaları yatırım harcamaları, transfer harcamaları ve cari harcamalar olmak üzere üç alt kalem şeklinde belirlenmiştir. Bu noktada özellikle kamu harcama ka lemleri içerisinde en fazla yolsuzluğa açık olacağı düşünülen kalemin yatırım harcamaları olacağına dair hipotez test edilmeye çalışılması amaçlanmıştır. Çalışmada statik panel veri analiz yöntemi kullanılmıştır. Elde edilen bulgulara göre kamu harcamalarının en önemli iki kalemi olan yatırım harcamaları ile cari harcamaların yolsuzluk üzerindeki etkisi negatif ve istatistiki bakımdan anlamlı iken, sosyal devlet olma gereği olarak yapılan transfer harcamalarının yolsuzluk üzerine anlamlı etkisi bulunmamıştır. Elde edilen bulgulardan hare- ketle inceleme konusu yapılan ülkelerde kamu harcamalarındaki artışların yolsuzluğu artırdığı belir- lemesi yapılmıştır.

Abstract

The basis of corruption is unjust enrichment based on public resources. The aim of this study is to analyze the impact of public spending on corruption for the period 2010-2018 in 17 countries with accessible data sets. Corruption is also expected to be high in countries with high public spending in general. The public expenditures examined in the study were determined as three sub-items: invest- ment expenditures, transfer expenditures and current expenditures. At this point, it is aimed to test the hypothesis that the item that is thought to be the most open to corruption among public expenditure items will be investment expenditures. Static panel data analysis method was used in the study. Ac- cording to the findings, while the effects of invest ment expenditures and curre nt expenditures, which are the two most important items of public expenditures, are negative and statistically significant on corruption, transfer expenditures due to the necessity of being a social state have not found a signifi- cant effect on corruption. Based on the findings obtained, it has been determined that the increases in public expenditures in the countries under investigation increased corruption.
