İKTİDAR: YOLLARI ÇATALLANAN BAHÇE

Özet

Michel Foucault’nun düşüncesinin temel taşlarından birini ‘iktidar’ kavramı oluşturur. Düşünürün bu kavramı ele almasının asli gerekçesi ise ‘özneleş(tir)me’ süreçlerini incelemektir. ‘Özne’ ile ‘iktidar’ kavramları arasındaki rabıta, Foucault’nun düşüncesinin ana eksenlerinden birini oluşturur. Ne var ki, filozofun iktidar kavramına ilişkin olarak tek bir analizi yoktur. Bilhassa 1970’lerin ortalarında Cinselliğin Tarihi’nin yayınlanmasıyla birlikte, düşünürün bu kavrama yönelik yeni bir analiz geliştirdiği söylenebilir. Bu makalenin temel amacı, Foucault’nun düşüncesinde iktidar kavramının tarihsel yolculuğunun izini sürmektir. Bu nedenle öncelikle hukuksal-söylemsel iktidar ve savaş modeli ele alınacak, daha sonra da düşünürün bunlara yönelik eleştiri özetlenecektir. Daha sonra bu bağlamda ‘biyopolitika’ kavramının nasıl doğduğu ve hangi veçhelere sahip olduğu incelenecektir. Anaakım yorumlar genellikle bu geçişin nasıl gerçekleştiğini tam anlamıyla açıklayamamaktadır. Bu nedenle elinizdeki makalenin ikinci amacı, söz konusu dönüşümün gerçekleşmesinde −düşünürün iktidar ile direniş, güçlerin farklı biçimleri arasındaki dinamik bir etkileşim ve tutumla ilişkili olarak tanımladığı− ‘oyun’ kavramının etkili olduğunu gözler önüne sermektir. Buradan hareketle ‘tutum’ ve ‘yönetimsellik’ kavramlarına değinilecek; böylelikle bu makale Foucault’nun çalışmasında ‘iktidar kavramının tarihsel güzergâhını yeniden ortaya koymuş olacaktır. Sonuç olarak düşünürün kavramsal aygıtları değişse dahi, araştırma nesnesinin aynı kaldığı gösterilmeye çalışılacaktır.

Abstract

One of the main cornerstones of Michel Foucault’s thought is the concept of ‘power’. The main reason why the philosopher interested in this concept is to examine closely the processes of ‘subjectification’. That relation between the concepts of ‘subject’ and ‘power’ constitutes one of the main axes of Foucault's thought. However, there is no single analysis of the concept of power in his intellectual trajectory. Especially with the publication of his book The History of Sexuality in the middle 1970s, it can be said that the philosopher developed a new analysis of this concept. The main aim of this article is to trace historical trajectory of the power in Foucault’s thought. Therefore, first of all, the ‘juridico-discursive’ and ‘war’ models of power will be discussed and then Foucault’s criticism about these approaches will be summarized. Then, how the concept of biopolitics was born and what is the main dimensions of it will be discussed. Mainstream interpretations often do not fully explain how this transition occurs. Because of that, another purpose of this article is to show that the concept of ‘game’ is so effective in this transformation. Foucault defines the game as a dynamic interaction between power and resistance, different forms of power and relations to the conduct. From this point of view, the concepts of ‘conduct’ and ‘governmentality’ will be discussed. In this way, this article will be reconstructing the historical trajectory of ‘power’ in Foucault’s work. As a result, it will be tried to show that even if the conceptual devices of the philosopher are changed, the research object always remains the same.
