Abstract
A common view about science is that science is a structure based on facts and that scientific knowledge is knowledge which is verified by facts. On this view, the requirement of scientific knowledge is the method consisting in the unity of rules that determine the extent and form of theory. Thus, theory is observation laden. But the records of the history of science show that changing the methodological criteria is not alone sufficient for advancing a new scientific theory. Defining what is the methodology assumes a certain conceptual framework that precedes, among other things, observation. In this paper, I will consider Bacon and Galilei's views on science and method in terms of the claim that there is always a conceptual framework for defining methodology, and argue that method is determined by theory that contains both an epistemology and ontology.
