GÖRECELİ MAHRUMİYETTEN SOYKIRIM İDDİALARINA: AVRUPA PARLAMENTOSU'NIN 1915 OLAYLARINA YAKLAŞIMI VE TÜRKİYE

Özet
1915 Olaylarına ilişkin Ermeni iddialarının soykırım olarak kabul edilmesi, genelde yabancılar, özelde ise Batılılar tarafından çokça belirtilmekte ve Türkiye’nin bunu kabul etmesi istenmektedir. Avrupa Birliği ile olan ilişkilerde de belirleyici olan bu konu hem ilişkileri olumsuz yönde etkilemekte hem de üyelik karşısında örtük bir koşul olarak sunulmaktadır. Nitekim Ermeni tezlerini savunanların, Sevr Antlaşması’nda kendilerine vaat edilen devlet ile kapasiteleri sabit olmasına karşın, beklentileri artmıştır. Ancak Sevr Antlaşması’nın geçersiz olması ile Ermeni tezlerini savunanlar, göreceli bir mahrumiyet yaşamıştır. Ermeni tezlerini savunanların yaşamış olduğu göreceli mahrumiyetin bir uzantısı olarak soykırım iddiaları, sorunun uluslararasılaşması ile Avrupa Parlamentosu (AP)’nda da kabul görmüştür. Milletvekillerinin Avrupa Komisyonu’na bu konuda sordukları sorular AP’nin, Avrupa Komisyon’un bu sorulara verdiği yanıtlar da AB’nin görüşünü yansıtmaktadır. Bu çerçevede çalışmada, Ermeni tezlerini savunanların göreceli mahrumiyet söyleminin, özellikle yazılı yanıt soruları yoluyla, AP’deki yansımaları ve Türkiye ile AB arasındaki ilişkilere etkisi ele alınmıştır.
Abstract
Accepting the Armenian assertions about the Events of 1915 as genocide is widely stated by foreigners in general and by Westerners in particular and Turkey is being asked to accept the genocide. Therefore, this question, which is also a determinant in the relations with the European Union, affects the relations negatively and is presented as an implicit condition for membership. As a matter of fact, the expectations of those defending the Armenian theses have increased, due to the state that was promised to them in the Treaty of Sevres despite their capabilities remaining constant. However, with the Treaty of Sevres becoming void supporters of Armenian theses experienced a relative deprivation. The genocide assertions, which constitute an extension of the relative deprivation experienced by the supporters of the Armenian theses, have also been accepted in the European Parliament with the internationalization of the issue. The questions asked by the members of Parliament to the European Commission on this issue reflect the opinion of theEP; the responses of the Commission to these questions reflect the opinion of the EU. In this context, the repercussions of the Armenian theses ‘defenders’ relative deprivation discourse within the EP and the effects to relations between Turkey and the EU were discussed, especially through questions with written answers.
