Özet

Amaç: Ege Bölgesinde tarımsal yayım ve inovasyon sürecindeki etkinlikleri, illere göre inovatifkültürel değerlerin varlık düzeylerini ortaya koymak ve inovatif değerleri etkileyen faktörleribelirlemektedir.Materyal ve Yöntem: Ege Bölgesi’ndeki sekiz ilde kamu, bayi, özel firma, kooperatif ve ziraatodalarında görevli 966 yayımcı/danışmanla anket yoluyla veriler derlenmiştir. Veriler yüzdeler,ortalamalar, parametrik (T testi, Varyans analizi) ve parametrik olmayan testler (Kruskal Wallis; Kikare), faktör ve regresyon analizleri ile yorumlanmıştır.Bulgular: Yayımcıların ortalama yaşları 38 ve mesleki deneyimleri 11 yıl olup, %26,5’i kadındır.İş ortamından memnuniyet arzulanan düzeyde değildir. Yayım etkinliklerinin mesaideki payı(%26,4) düşüktür. Bölgede bir yayımcı 25 köye, 1559 çiftçiye, 784.000 dekar araziye, 7,5 farklıürüne hizmet vermekte ve ayda 9,8 günü çiftçi ziyaretlerine harcamaktadır. Son beş yıldaçiftçilere aktarılan yenilik/öneri sayısı 8,2 olup, benimseyen çiftçilerin oranı %56,2’dir. Meyveve sebze ile çalışılanlar daha yenilikçidir. Bölgede öncelikli hedef, ürün kalitesini iyileştirmektir.İnovasyon sürecinde yaşamsal olan işbirliği ve ekip kültürü yayım örgütlerinde yeterinceiçselleşmemiştir. İnovatif illerde diğer aktörlerle ilişkiler daha güçlüdür. İnovatifliği düşük grupdaha bürokratik çalışmakta, yukarıdan aşağıya bilgi akışını tercih etmekte olup, piyasa bilgisinesahip olma eğilimi zayıftır.Sonuç: Örgüt içi iletişim ve ekip çalışması, inisiyatif kullanma, farklı aktörlerle işbirliği, çiftçidendüzenli bilgi akışı, hizmet içi eğitim, bilgi kaynakları çeşitliliği, düşük bürokratik iş yükü yayımdainovasyon becerilerini artırmaktadır. Sonuçlarının ölçülebilmesi ve değerlendirilmesi için yayımçalışmaları proje bazlı ve hedef odaklı yürütülmelidir.

Abstract

Objective: The activities in the agricultural extension and innovation process in the Aegean Region reveal the existence level of the innovative cultural values according to the provinces and determine the factors affecting the innovative values. Material and Method: Data were collected from 966 extension workers/consultants working in public, input sellers, private firms, cooperatives and agriculture chambers in eight provinces in the Aegean Region. Data were interpreted with percentages, means, parametric (T test, analysis of variance) and nonparametric tests (Kruskal Wallis; Chi square), factor and regression analyzes. Result: The average age of the extension workers is 38 years and their professional experience is 11 years and 26.5% are women. Satisfaction with the work environment is at desired level. The share of extension activities in working time is low (26.4%). An extension worker in the region serves 25 villages, 1559 farmers, 784,000 decares of land, 7.5 different crops and spends 9.8 days per month for farm visits. The numbers of innovation/advice transferred to farmers in the last five years are 8.2 and the rate of farmers who adopt is 56.2%. Those who work with fruits and vegetables are more innovative. The primary objective of extension in the region is to improve crop quality. Collaboration and team culture, which are vital innovation process, are not sufficiently internalized in the extension organizations. Relations with the other actors are stronger in innovative provinces. The low-innovation group operates more bureaucratic, prefers top-down information flow, and has a weak tendency to have market information. Conclusion: Internal communication and teamwork, using initiative, collaboration with different actors, regular information flow from the farmer, in-service training, diversity of information sources and low bureaucratic workload increase innovation capabilities in extension organization. In order to measure and evaluate its results, extension studies should be conducted on a project-based and objective-oriented basis.
