Özet

Çalışma yaşamında güvencesizlik sorunu artan bir biçimde önemini korumaktadır. Neoliberal dönemle birlikte sermayenin emek üzerindeki sömürüsü arttıkça gü- vencesizlik derinleşme yaşamıştır. Güvencesizliğin artan görünümü karşısında prekarya kavramı ortaya çıkmış ve ayrı bir sınıf olup olmama konusunda tar- tışmalara neden olmuştur. Bu çalışmada güvencesizlik olgusuna yer verilmiş ve prekaryanın neden ayrı bir sınıf olarak nitelendirilemeyeceği açıklanmaya ça- lışılmıştır. Çalışmada prekaryalaşmanın tüm işçi sınıfına içkin bir özellik oldu- ğu belirtilmiştir. Kafe-bar çalışanları da çalışma koşullarının esnek, güvencesiz ve kuralsız oluşu ile prekaryalaşma sürecini yaşamaktadırlar. Hâlihazırda prekaryaya içkin sorunlar yaşayan kafe-bar çalışanları Covid-19 pandemisinin getirdiği olumsuzluklarla da baş etmek zorunda kalmışlardır. Pandemi ile bir- likte dünya ölçeğinde yaşanan sağlık krizinin yanında işgücü piyasaları da et- kilenmiştir. Krizden etkilenen pek çok sektörde üretim faaliyetlerinin azalması aktif çalışanlar için işlerini kaybetme, ücretsiz izne çıkarılma ve haftalık çalışma saatlerinin düşmesi gibi risklerin ortaya çıkmasına neden olmuştur. Hizmet sektörünün içerisinde yer alan yeme-içme hizmetlerinin sağlandığı mekânların pandemi sürecindeki kapanmalarla çalışmalarının durdurulması da söz konusu olmuştur. Bu süreçte yeme-içme hizmeti sunan esnaf ve çalışanlar çeşitli mad- di ve manevi sıkıntılar yaşamıştır. Bu çalışma kapsamında da maddi ve manevi sıkıntılarla çevrelenen yeme-içme hizmetlerinin sağlayıcılarından kafe-bar ça- lışanlarının deneyimleri açığa çıkarmak amaçlanmıştır. Bu amaçla güvencesizlik ve prekarya kavramları ele alınmış ve sonrasında Covid-19 pandemisinin çalışma üzerindeki etkisi özetlenmiştir. Son olarak çalışmada İstanbul’un Kadıköy ilçe- sinde kafe-bar çalışanı olan 13 kişi ile gerçekleştirilen görüşmeler yoluyla elde edilen nitel verilerin değerlendirilmesi yapılmıştır. Çalışmanın sonucu olarak güvencesiz ve esnek çalışma koşulları ile çevrelenmiş kafe-bar çalışanlarının pandemi sürecinde iş ve gelir kayıplarını derin bir biçimde yaşadıkları anlaşıl- maktadır.

Abstract

The problem of insecurity in working life maintains its importance increasing- ly. With the neoliberal period, as the exploitation of capital on labor increa- sed, insecurity deepened. The concept of precariat emerged in the face of the increasing appearance of insecurity and it caused discussions about whether it should be a separate class or not. In this study, the phenomenon of insecurity is included and it is tried to explain why the precariat cannot be described as a separate class. In the study, it was stated that precarization is an inherent featu- re of the entire working class. Cafe-bar workers also experience the process of precariatization with their flexible, insecure and irregular working conditions. Cafe-bar employees, who are already experiencing problems inherent in the precariat, had to cope with the negativities brought by the Covid-19 pandemic. In addition to the health crisis experienced on a world scale with the pandemic, labor markets were also affected. The decrease in production activities in many sectors affected by the crisis has led to the emergence of risks such as losing their jobs, taking unpaid leave and decreasing weekly working hours for active workers. There was also the issue of stopping the work of the places where food and beverage services are provided in the service sector due to the closures during the pandemic process. In this process, tradesmen and employees who provided food and beverage services experienced various financial and moral difficulties. Within the scope of this study, it is aimed to reveal the experiences of cafe-bar employees, one of the providers of food and beverage services, who are surrounded by financial and moral problems. For this purpose, the concepts of insecurity and precariat were discussed and then the impact of the Covid-19 pandemic on the study was summarized. Finally, in the study, qualitative data obtained through interviews with 13 people working in cafes and bars in Ka- dıköy, Istanbul, were evaluated. As a result of the study, it is understood that cafe-bar employees, surrounded by insecure and flexible working conditions, experienced job and income losses deeply during the pandemic process.
