Notes on Transformation of Turkish Public Administration in the Process of Adaptation to the EU

Özet

Bu çalısmanın amacı, AB’ye uyum sürecinde Türk kamu yönetiminin karsı karsıya bulunduğu dönüsümün temel nitelikleri ve sorunları ile bu bağlamda ortaya konabilecek çözüm önerilerinin belirlenmesidir. Bu amaçla, öncelikle kamu yönetiminin örgütsel yönü odaklı bir dünden bugüne temel nitelikler ve sorunlar panoraması çıkarılacaktır. Özellikle yeni kamu yönetimi anlayısı, yönetisim, yerellik vb. kavramlar ve yaklasımlar çerçevesinde Türkiye’de kamu yönetiminin karsı karsıya bulunduğu dönüsüm süreci, AB ile iliskilerde gelinen noktada ortaya konan yasal çerçeve değisiklikleri, anlayıslar ve yeniden yapılanma çabaları bağlamında irdelenecektir. Bu çerçevede ortaya konan yeniden yapılanma çabalarının AB sürecinde karsı karsıya kaldığı durum ve bu sürecin temel sorunları, bu çalısmada geleceğe dönük projeksiyonları da içerecek biçimde tartısılacaktır.

Abstract

The objective of this study is twofold. The first one is to determine basic characteristics of Turkish public administration in comparison to the EU standards and then to propose some solutions for encountered problems in the course of adaptation to the EU, especially in the transformation of Turkish public administration. To meet these objectives, a panorama of basic characteristics and problems from past to current day is drawn by focusing on the organizational aspects of public administration. Following this, the adjustment efforts especially in legislative frameworks, social and administrative conventions and in other reconstruction endeavors are studied in a framework of new concepts and approaches such as new public administration, governance and subsidiarity. Furthermore, the encountered position of demonstrated reconstruction efforts and their fundamental concerns are examined in order to introduce some projections about future developments. Finally, some recommendations are made in accordance with the point of attained stage in the relations with the EU.
