Eğitimde Kalite Arayışları ve Eğitim Fakültelerinin Yeniden Yapılandırılması

Özet

Küreselleşme, yaşam boyu eğitime artan gereksinim, iletişim teknolojilerindeki hızlı ve yoğun gelişmeler, diğer bütün kurumlar gibi eğitim kurumlarını da büyük ölçüde etkilemiştir. Bu gelişmeler, kuşkusuz eğitim kurumlarını, ortaya çıkan bilgi toplumu yapısına uygun, evrensel değerlere açık, bilgi üretimine katkıda bulunabilen, bilgiyi yaratıcı biçimde kullanabilen, daha nitelikli insan yetiştirme zorunluluğu çerçevesinde etkilemektedir. Bu etkinin doğal bir sonucu olarak, tüm eğitim kurumları gibi öğretmen yetiştiren kurumlar da, programlarını gereksinimlere uygun ve daha işlevsel hale getirmek zorunda kalmaktadır. Bu kapsamda odaklanılan konunun kalite olduğu ve eğitimde kalite arttırma çalışmalarının tüm ülkelerin gündeminde olan önemli bir konu olduğu görülmektedir. Benzer şekilde kalite arayışlarına yönelen ülkelerdeki gelişmeler, yeni mesleki rol ve sorumluluklara uygun yeterlikte öğretmen yetiştirebilmek, öğretmen yetiştirme ve mesleki yeterlikler konusunda standart oluşturabilmek amacıyla Türkiye’de de yaşanmaktadır. Bu çalışmanın amacı, kurumsal düzenlemeler çerçevesinde Türkiye’de öğretmen yetiştiren kurumların yeniden yapılandırılmasının temel nedenlerini saptamaktır.

Abstract

Globalization, educational requirements in whole life and intense and fast improvements in communication technologies had deeply and widely effected also the educational institutions as well as other institutions. These changes and developments is effecting the teacher raising institutions, within the context that urges to raise teachers who are; compatible to information society, open to universal values, contributing to information production, and able to use information in a creative manner. As a natural consequence of this effect, like all educational establishments, also teacher raising institutions are obliged to reorganize their programs more functionally and more adequate for future requirements. Within this context, it is possible to say that quality is the focus of all studies and increasing educational quality is occupying an important venue in the agenda of all countries. Similarly, the improvements taking place in countries that tend to quality seeking efforts are also witnessed in Turkey, in order to raise teachers capable of new professional roles and responsibilities, and to create a standard in teacher raising activities and their professional efficiencies.
