YOKSULLUK GÖSTERGESİ OLARAK HOŞNUTSUZLUK ENDEKSİ, TÜRKİYE İÇİN BİR DENEME

Özet
Yoksulluk ve beraberinde getirdiği sorunlar tarih boyunca her ekonominin önündeki en büyük sorunlardan olmuştur. Siyasi iktidarlar yoksulluğun azaldığını ve ekonomik refahın arttığını iddia ederken, muhalefetler ise tam aksini iddia etmektedirler. Acaba kim haklı? Bu soruya yanıt vermek için birçok teori ve ölçüm yöntemi sıralanabilir. Ama önemli olan iktisat eğitimi almamış halkın, bunu bir sürü teori ve model içinde boğulmadan oldukça basit bir şekilde hesaplayabilmesidir. Çalışmada bu fikirden yola çıkılarak, herkesin kolayca ulaşabileceği ve basitçe hesaplayabileceği bir endeks olan “hoşnutsuzluk endeksi” ayrıca “bir yoksulluk göstergesi olarak kullanılabilir mi?” sorusuna cevap aranmaktadır. Cevap için Türkiye ve AB ülkelerinin 2003 – 2013 dönemi verileri ile Panel Eşbütünleşme testleri yürütülmüş ve Okun’un hoşnutsuzluk endeksinin, basit bir şekilde yoksulluğun ölçümünde kullanılabileceği görülmüştür.
Abstract
Poverty and the problems accompanied by it have become one of the greatest issues by which every economy confronted throughout history. The political power asserts that poverty decreases and economic welfare increases, whereas the opposition has been claiming completely opposite of it. Then, who is right? In order to answer this question, lots of theories and measurement methods can be sorted. However, the important thing is that people who do not take any economics education can calculate it quite simply without drowning in lots of theories and models. In this study based on the idea, answer for the question- can the misery index which everybody can reach easily and calculate simply be used as a poverty indicator as well?- is sought. For the answer, panel cointegration tests have been conducted with data of Turkey and EU countries for the period 2003-2013 and it is concluded that Okun’s Misery Index can be used simply in measurement of poverty.
