Özet

Günümüzde “Kırsal Kalkınma” Dünyanın farklı alanlarında çesitli amaçlarla sıkça gündeme gelmeye devam etmektedir. Avrupa Birligi (AB) kırsal alan kalkınması bakımından çesitli faaliyetlerin yürütüldügü ve yeni yaklasımların sıkça uygulama alanına tasındıgı bir birlik durumundadır. AB’de, kırsal alanların ve tarımsal üretim süreçlerinin bütüncül bir yaklasımla gelistirilmesi için genel bütçeden büyük oranlarda pay ayrılmaya devam edilmektedir. Belirtilen amaca yönelik tahsis edilen mali kaynaklar ise çesitli fonlar yardımıyla üye ve aday ülkelerin kullanımına sunulmaktadır. Bu kapsamda 2007-2013 döneminde aday ülkelere, Üyelik Öncesi Destek Fonu’nun (IPA) Kırsal Kalkınma Bileseni (IPARD) vasıtasıyla destek saglanacaktır. Türkiye, kurulusundan itibaren kırsal kalkınma olgusunun her dönem gündemde oldugu bir ülke niteligindedir. Ülkenin kırsal alan karakteri ve bu alanda yasanan çok sayıda ve karmasık sorun, kırsal ve tarımsal kalkınmanın önemli bir politika sahası olmasını kaçınılmaz kılmıstır. Türkiye -Avrupa Birligi arasındaki idari ve politika alanlarındaki önemli yapısal farklılıklar, adaylık süreciyle birlikte Türkiye’nin mevcut kırsal kalkınmaya iliskin yaklasım ve uygulamalarında önemli degisimlerin yasanacagına isaret etmektedir. Bu çalısmada; Avrupa Birliginin üyelik öncesi mali destek fonları ve bu fonlar kapsamında kırsal kalkınmanın yeri, Türkiye’nin üyelik öncesi kırsal kalkınma fonlarına iliskin mevcut durumu ve fonların uygulanması halinde ortaya çıkacak muhtemel sonuçlar ele alınmıstır.

Abstract

Today, the concept of “Rural Development” continues to be brought to the agenda in different areas of the world for different purposes. The European Union (EU) is a Union in which miscellaneous activities are conducted from the framework of development of rural areas and new approaches are frequently carried to the area of implementation. The EU continues to set aside shares in large amounts from the general budget with the purpose of developing rural areas and agricultural production processes with a integrated approach. On the other hand, the financial resources allocated for the purpose mentioned are provided to the use of member and candidate states through various funds. Within this scope, support will be provided to the candidate countries in the period of 2007 – 2013 through the Rural Development Component (IPARD) of Instrument for Pre-Accession Assistance (IPA). Turkey is a country where the concept of rural development has always been on the agenda since its foundation. The rural area characteristic of our country and numerous and complex problems lived in this area has made it inevitable that development of rural and agricultural areas is a significant area of politics. Because of the significant structural differences between Turkey and EU in administrative and political areas, it’s suggests that the significant changes will be lived in the approaches and implementations of the country with regard to the existing rural development by Turkey’s entry to the process of candidacy to membership to the European Union. This study discusses the financial support funds of the European Union Instrument for Pre-Accession Assistance funds and the position of rural development within the scope of these funds, the existing situation of Turkey with regard to rural development funds prior to membership and prospective consequences of implementation of funds.
