Özet
Klâsik Türk Edebiyatı tarihinde siyasi, idari konularla ilgili“iki yüzü aşkın, üç yüze yakın” denebilecek kadar çok sayıda manzum veya mensur eserin yer tuttuğu bilinmektedir. Umumiolarak“siyasetname”adıylaanılanbutüreserlerdehü- kümdar, vezirler ve diğer devlet adamlarında aranması, bulun- ması gereken vasıflar, sultan ve yardımcılarının vazifeleri, çeşitli memuriyetlere şahıs tayini sırasında gözetilmesi lâzım gelen esaslar, suçluları cezalandırma, idare edilen halkın idarecilere karşı mükellefiyetleri, vergi alımı, güvenlik ve savunma için askerî kuvvetlerin hazırlanması gibi siyasi konularda bilgi ve öğütler verilir. Hz. Peygamber’in dördüncü halifesi Hz. Ali’nin Mısır valisi Mâlik bin Hâris el-Eşter’e hitaben yazdığı bildirilen Ahd-nâme de devlet idaresi hakkında İslâm ve güzel ahlâk esaslarına uygun tavsiye ve nasihatları ihtiva eden mühim bir metindir. Anılan kitapçığın asırlar boyunca adı belirsiz veya belli çeşitli ilmî, edebî şahsiyetler tarafından Türkçeye çevrildiği bilinmektedir. Bu yazıda söz konusu emir-namenin mütercimi meçhul bir Türkçe tercümesi tanıtıldıktan sonra metnin yeni harflere ve günümüz Türkçesine çevirisisunulmuştur.
Abstract
In the history of Classical Turkish Literature, it isknown that there are more than two hundred and three hundred verse or prose books about political and administrative issues. Generally, the search for the sovereigns, viziers and other dignitaries in these works calledaspolitics-namah,thefeaturestobefound,theduties of the sultan and his assistants, the principles to be considered during the appointments to the various civil servants, the punishment of the culprits, the responsibility ofthegovernedpeopletotheadministrators,thepurchase oftaxesInformationandadviceonpoliticalissuessuchas thepreparationofmilitaryforcesforsecurityanddefense. Hz.Prophet’sfourthcaliphHz.Ali’sthebookcalledAhid- namah, which he addressed to the Egyptian governor Mâlik bin Hâris el-Eşter, is an important text about the state administration, including advice and advice in accordancewiththeprinciplesofIslamandgoodmorality. It is known that the mentioned text has been translated into Turkish by various scientific and literary figures for centuries. In this article, after the introduction of an unknown Turkish translation of the Ahid-namah, it was translated into new letters and modernTurkish.
