RESPONSIBILITIES TOWARDS THE EPHEMERA COLLECTIONON THE PRESERVATION OF LOCAL CULTURAL VALUES INARCHIVES AND LIBRARIES

Özet

ArĢivler ve kütüphaneler, büyük oranda doğru ve denetimli bilginin farklı zaman dilimleri boyunca, nesilden nesle aktarılmasına olanak sağlayan toplumsal örgütlerdir. Bilgi taĢıma amacıyla üretilen her türlü material, bu iki tür bilgi merkezinin hedefeleri ve potansiyel koleksiyonu arasında yer alır. Bu hedefe rağmen, daha çok gündelik yaĢam içinde yönlendirme ve bilgilendirme amacıyla üretilen efemera, -taĢıdığı enformasyon değerine karĢın- toplum içinde ve aynı zamanda toplumları var eden arĢivler ve kütüphanelerde yakın zamana kadar yeterince ilgilenilen materyal grubu içerisinde yerini alamamıĢtır. Efemeranın belgelendirme ve entelektüel değer paylaĢımı amacının dıĢında farklı amaçlarla üretilmiĢ olması, bilgi merkezlerinin bu türe karĢı mesafeli duruĢuna etki etmiĢtir. Bu çalıĢmada, öncelikle yerel kültürün tescili ve korunması konularında efemeranın tanımı üzerinde durulmuĢ; efemera koleksiyonundan yararlanmanın yararlılıkları üzerinde değerlendirmeler yapılmıĢtır. Daha sonra dünyada ve Türkiye‘de kütüphane ve arĢivlerde efemera koleksiyonunun derlenmesi, nitelendirilmesi, sayısallaĢtırılması ve hizmete sunulması konularında karĢılaĢtırmalara gidilmiĢtir. Söz konusu alanlarda standartlaĢmanın yararlılıklarına iliĢkin örneklere yer verildikten sonra; Türkiye‘de kütüphanelerde ve arĢivlerde efemera hizmetlerinin geliĢtirilmesi hususunda atılması gereken adımlara yönelik önerilerde bulunulmuĢtur.

Abstract

Archives and libraries are social organizations that allow the transmission of highly accurate and controlled information across different time periods from generation to generation. All kinds of material produced for the purpose of carrying text are among the targets of these two types of information centers. Despite this goal, ephemera, which is produced mostly for orientation and information in daily life, could not take its place in the material group of interest in the society, but also in the archives and libraries that create societies. The fact that ephemera was produced for different purposes other than certification and intellectual value sharing has affected the distance of information centers towards this type of material. In this study, first of all the definition of ephemera is focused on the registration and protection of local culture; and then evaluations are made on the usefulness of using the ephemera collection. Later comparisons are made on the work of ephemera that collecting, describing, digitization and putting into service in the library and archives in the world and Turkey. After giving examples of the usefulness of standardization in the said fields; the development of ephemera services in libraries and archives in Turkey is made proposals on the issue.
