Özet
19. yüzyıla kadar, tam anlamıyla ĢehirleĢemeyen Ġskenderun‘da, tespitlerimize göre o döneme kadar herhangi bir vakıf bulunmamaktaydı. 17. yüzyılda Ġskenderun‘a gelen Evliya Çelebi, burada cami ve hamam bulunmayıĢını hayretle ifade ederken, daha ziyade Avrupalı tüccarlara hizmet eden meyhanelerin olduğundan bahseder. Ancak Ġskenderun, 19. yüzyılda dikkate değer bir Ģekilde büyümeye baĢlamıĢtır. Bu durum bölgedeki vakıf kurumlarına olan ihtiyacı nüfusun artıĢına paralel bir Ģekilde artırmıĢtır. Ġskenderun‘da Osmanlı‘dan Cumhuriyet‘e tespit edebildiğimiz kadarıyla 20 vakıf kurulmuĢtur. Bu vakıfların 8‘i Osmanlı Devleti döneminde tesis edilmiĢken, 12‘si Fransız iĢgali sırasında kurulmuĢtur. Osmanlı döneminde kurulanlardan üçü cami, biri medrese, biri ise tekke vakfıdır. Osmanlı hâkimiyetinde kurulan diğer vakıflar ise herhangi bir kurumu ihya etmekten ziyade, fakirlere hizmet verme gibi hayır iĢlerine adanmıĢlardı. Fransız iĢgali sırasında kurulanlar, gelirleri daha ziyade yemek dağıtımı gibi hayır iĢlerine sarf edilen vakıflardı. Bu dönemde kurulan vakıfların üçü Alevi vakfı olarak tesis edilmiĢtir. Vakıfların büyük çoğunluğu Hatay‘ın 23 Haziran 1939 tarihinde Türkiye Cumhuriyeti‘ne katılmasından sonra Vakıflar Genel Müdürlüğü tarafından idare edilmeye baĢlanmıĢtır.
Abstract
Until the 19th century, there was no waqf in Ġskenderun (Alexandretta), which could not be fully, urbanized, according to our findings. Evliya Celebi, who came to Ġskenderun in the 17th century, astonished that there were no mosques and baths here, but rather mentions that there are taverns serving European merchants. However, Alexandretta started to grow significantly in the 19th century. This situation increased the need for foundation institutions in the region in parallel with the increase in the population. As far as we can determine from the Ottoman Empire to the Republic, 20 waqfs were established in Alexandretta. While some of these waqfs were established during the Ottoman Empire, some were established during the French occupation. Three of the ones founded in the Ottoman period are mosques, one is madrasa and one is a tekke waqf. Other waqfs established under Ottoman rule were devoted to charitable works such as serving the poor rather than reviving any institution. The waqfs established during the French invasion were waqfs that spent more on charities such as food distribution. Three of the waqfs established during this period were established as Alawi waqfs. The vast majority of waqfs after you join the Republic of Turkey‘s Hatay on June 23, 1939 began to be governed by the Directorate General of Foundations.
